Gigabit internet service in West Seattle as of June 2015. information from the City of Seattle This week the City of Seattle launched a new tool to collect resident Internet speeds. The Seattle Broadband Speed Test tool measures the upload and download speeds available to residential users at the time they take the test. Using this test, residents can check their speeds from any device at any time of day. When enough data is collected from a given census block, the results are displayed on a map. The data are also published to the City’s open data portal, data.seattle.gov. “By partnering with the public to crowdsource data from around the city, this tool will help us understand the broadband experience in Seattle’s many neighborhoods,” said Seattle Mayor Ed Murray.

The Baker/Polito Administration and the Town of Framingham’s Community Compact is a commitment to the implementation of new “best practice initiatives” in the categories of Information Technology: Transparency and Education; Administration and Finance. The Community Compact provides municipalities with incentives for state grant funds and technical assistance to refine and implement best practices in a Community’s chosen areas. Recently it was announced by Ubisoft that their upcoming game Tom Clancy’s The Division, is getting another beta. The new beta comes with improvements in the dark zone and much more. There was a post published on its blog on Tuesday and Ubisoft announced that the new beta will be open to everyone interested in the new game. The company wishes to test out its systems and gather additional feedback from the community which will properly benefit the game before it releases. According to industry followers, this could be the last beta before the game launches next month. The open beta of Tom Clancy’s The Division will be available on Sony’s PlayStation 4, PC and Microsoft Xbox One.

A couple of Washington-area data wonks and transit advocates have a solution: MetroHero, an app aimed at creating a real-time map of Metro’s trains. Its creators say it’s a way to keep Metro honest and ease rider anxiety — using the agency’s own data. If Metro says its trains are running at eight-minute headways, the app can tell you if that’s really the case. But there’s a problem.

The UK has made “substantial progress” towards ensuring Open Access publication of publicly funded research since the Finch Report was published in 2012, according to an independent advisory report to government from Professor Adam Tickell, chair of the Universities UK Open Access Co-ordination Group. However the costs of publishing via Gold OA are rising steeply, with no decrease in subscription costs, Tickell noted, with the market dominated by a small number of large publishers causing a “distortion” in the market.

Government IT is not up to scratch, according to Cabinet Office minster Matt Hancock, and will be a focus of the Government Digital Service (GDS) alongside open data and government-as-a-platform (GaaP). Hancock said at the GDS Sprint 16 event that there are too many different systems and varied levels of interoperability, presenting a barrier to cross-government working. “The technology that we use to run the business of government holds back the use of digital more broadly because the kit we have is just not up to it,” he said. Hancock explained that the government will focus on moving departments to interoperable WiFi, cloud-based email and robust document and management record systems.

What Works Cities, the leading US data-driven policy initiative funded by Bloomberg Philanthropies, has hired former Philadelphia Mayor Michael Nutter and former New York City Chief Analytics Officer Mike Flowers as Senior Fellows. Results for America, the campaign manager for What Works Cities (WWC), announced that Nutter and Flowers will serve as 2016 WWC Senior Fellows, providing expert guidance to city leaders in participating cities as the organisation seeks to expand their use of data to enhance cities and better serve the needs of their residents.
