Big data is an asset which can create tens of thousands of jobs and generate hundreds of billions for the economy, but the opportunity can’t be taken until concerns about privacy and security have been overcome. That’s according to the newly released The Big Data Dilemma report which is based on evidence from technologists, open data enthusiasts, medical research organisations and privacy campaigners. It warns that a big data revolution is coming – something it’s suggested will generate over £200bn for the UK economy alone over the next five years – but personal data must not be exploited by corporations and that “well-founded” concerns surrounding privacy must be addressed.

Banks should open up data, including product and services information, to consumers in order for them to make more informed choices about services and value for money, a new report has urged. However, security industry figures have warned that any framework put in place must be secure. In a report published by the Open Banking Working Group (OBWG), a new framework was unveiled that supports the use of open APIs in the banking sector with a number of measures put forwars on how to deliver them. It said these APIs would be created so additional services could be built using bank and customer data.

Last month the University of Gothenberg’s V-Dem Institute released a new “Varieties of Democracy” dataset. It provides about 15 million data points on democracy, including 39 democracy-related indices. It can be accessed at v-dem.net along with supporting documentation. I asked Staffan I. Lindberg, Director of the V-Dem Institute and one of the directors of the project, a few questions about the new data. What follows is a lightly edited version of his answers. Joshua Tucker: What is democracy, and is it even really to have quantitative measures on democracy? Staffan Lindberg: There is no consensus on the definition of democracy and how to measure it. The understanding of what a democracy really is varies across countries and regions.

When researchers in Brazil posted four Zika virus genome sequences in the online repository GenBank on 26 January, they were complying with a call for scientists to openly release their data during public-health emergencies. By 10 February, the information had been used by Slovenian researchers for their own Zika paper in the New England Journal of Medicine (NEJM)1 — apparently, a textbook example of the power of rapid, open data-sharing. But the process didn’t go entirely smoothly. Oliver Pybus, an evolutionary and infectious-disease biologist at the University of Oxford, UK, who works with the Brazilian group, has complained that the NEJM paper did not adequately credit the original data-providers when it only included the GenBank accession number for the data.

Sacramento-area hackers from all disciplines – developers, analysts, writers, designers, product managers, and innovators – will be able to compete for up to $10,000 in prizes. The goal is to collaborate and innovate for the good of Sacramento County. Hack4Sac, Code for Sacramento, the Center for Digital Government and Sacramento County are teaming up for “CodeAcross” challenge this March. 2016 CodeAcross kickoff event starts March 1 at the County Board Chambers in Sacramento. For six weeks, participants will work out of Sacramento’s HackerLab and will be challenged to build programming solutions based off Sacramento County’s Open Data Portal. Submissions must be entered by April 11, with a closing event to follow.

With a larger budget than ever before, the Government Digital Service (GDS) is on a mission to transform government services and departments from analogue to digital, something Cabinet Office minister Matt Hancock is “incredibly excited about”. Speaking to Computer Weekly at GDS’s annual event Sprint 16, Hancock says he wants to break down the silos and change the way government operates, not just focusing on “a few transactions, but using digital, technology and data to improve all of the services we provide”. “We’re on a journey,” he says, from a government that was behind the times to increasingly using digital services. He hopes that by the end of this parliament, we will have a government where “digital delivery of public services is standard practice,” he says.

Today, the City of Bellevue launched its open data portal, which is intended to help the city share its progress in achieving intended results with residents and other stakeholders. The open data catalog includes free, easy to access data about Bellevue’s budget and expenditures, demographics, businesses and crime. “Bellevue has always been a results oriented city,” said Mayor John Stokes. “We are committed to using data and evidence to inform decision-making resulting in municipal services to get results for our community. The open data portal will also provide our community with easier access to government information.” Bellevue’s open data portal is part of “What Work Cities” engagement with Bloomberg Philanthropies.
