Data is gathered about us, our activity and our environments every day. How do we harness this information to guide decisions that affect the look, behaviour and efficiency of our towns and cities? How can this data inspire innovative solutions to urban issues? A global change is underway as more and more “Smart Cities” evolve. Jersey’s efforts are embryonic and exciting. Cyril will be in Jersey to give presentations regarding the value of Open Data and to discuss the priorities for change as identified by Future St Helier Workshops.

Texas plans to launch an open-data pilot program that will let state agencies share information and collaborate on providing services to residents. Although the trial program, set to start in March, is just a test, a key Texas IT official hopes it will turn into a full-fledged program to deliver services more efficiently. The goal of the pilot is to spark connections between agencies. That is especially needed in Texas, according to Ed Kelly, the statewide data coordinator at the Texas Department of Information Resources (DIR). In an interview with StateTech, Kelly noted that Texas has a decentralized government model without cabinet agencies, and that state agencies have a great deal of autonomy and are usually run by boards, some of which are elected (like the Railroad Commission).

The public could have a much clearer picture of money in politics if a bill adding open data features to the state’s electronic campaign finance system is successful. The proposal was advanced Monday the Senate Rules Committee. The bill (HB 105), would require candidates to go online to submit information about their fundraising and spending. It would also make it easier for the public to verify information in campaign finance reports by adding cross-referencing features to the state’s electronic campaign finance reporting system. The measure has already passed the House and it now heads to the Senate Finance Committee. It is sponsored by Rep. Jim Smith, R-Tijeras and Sen. Daniel Ivey-Soto, D-Albuquerque.

To err is human, even for one of the most number-crunching, rigorous and truth-seeking of all activities: science. The issue of errors in science — irreproducible research — was a focal point for a national discussion when the Global Biological Standards Institute (GBSI) hosted its 2016 BioPolicy Summit last week in Washington, D.C. GBSI President Leonard Freedman and co-author Tim Simcoe, associate professor at Boston University, documented that up to 50 percent of published, pre-clinical research is irreproducible, with an estimated annual cost of $28 billion in the U.S. alone. “These are big and troubling numbers,” said Freedman. “Over the long term, science is self-correcting.

International open data experts to hang out with NZ A series of conversations with leading international open data experts will kick off the 2016 open government data programme, says Land Information Minister Louise Upston today. “Last year New Zealand cemented its place as an open data world leader – a key indicator of a country’s innovation, transparency and lack of corruption. We’ll build on this in 2016 and take the open data message wider,” Ms Upston says. Joel Gurin – author of bestseller Open Data Now and President and Founder of the Center for Open Data Enterprise – pioneering open government expert Beth Noveck, and the Open Data Institute’s International Director Richard Stirling will all take part in a series of Google Hangouts over the next four weeks.

“Latest News – NEW ROAD DISCOVERED,” reads David Ratledge’s page on the Roman Roads Research Association. “After only 45 years of searching, I have at long last found the Roman Road from Ribchester to Lancaster!” Ratledge, an amateur archaeologist, has indeed been looking for evidence of Roman roads in Lancashire, England for 45 years. He has the UK Environment Agency’s lasers and open data policy to thank for his new discovery, which came in January. The agency uses lidar technology—which is kind of like laser radar—to scan the English landscape, producing ultra-high-resolution elevation maps used for flood modeling and coastline tracking. (Lidar is also the technology that driverless cars use to get a 3D picture of what is around them.

Netflix plans to tighten its country control, ensuring people can no longer use VPNs to watch another country’s content. Many people feel it is hard to understand why content offerings are restricted in one country, when the internet could offer things globally and content is just data in a certain format. There are many other actors, for example stock exchanges and even academic organizations, which try their hardest to limit who gets access to their data. Data is becoming a fundamental part of business and companies should find new scalable models to do business with it and accelerate innovation. Music and movie companies have had a long and quite successful fight to limit the distribution of content.
