“The world is driven by data today, and the government is no exception.” Andrew Hoppin, President of Open Data Solutions at GovDelivery, gave the best reason to learn about and start improving your own open data portals during GovDelivery’s recent webinar, DKAN: Enterprise Open Source, Open Data. But because of challenges in the workplace — such as an aging workforce, tightening budgets and rapidly changing technology — getting familiar with what an open data portal is, what it can do for your organization, and how to implement it, can seem like a daunting task. As the webinar presenters explained, though, it’s worth it. The benefits to providing the information your audience needs in an easy-to-find and easy-to-interpret way are exponential.

Data and analytic topics on the minds of CIO’s I had the good fortune to be present at our US CIO Leadership Forum in Phoenix, Arizona this week. I was presenting on Open Data and How to Monetize Information Assets. For my sins I spent two days with nearly 20 1-1’s and conversations with CIO’s. We talked about a lot of different topics in and around data (and all its uses) as well as analytics. Here are the highlighted or most frequent topics: These were really interesting conversations. Data about GP practices could become available on registers, based on work being carried out by NHS.UK Alpha. The team looking into digital services for the NHS says in a blogpost that it has been looking at how people can gain access to data on GPs, and is leaning towards the use of registers. It suggests one of practitioners in the hands of the General Medical Council, one of all GP practices held by the Organisation Data Service, and a register of practitioners prescribing at practices, cared for by the NHS Prescription Service. It says the data should be subject to the Open Government Licence, which allows users to do anything with it as long as they provide attribution. ”We must seek out opportunities to make data open as a side effect of delivering services,” it says.

However, several factors can undermine the private sector and, if left unaddressed, may impede development.  Through extensive face-to-face interviews with managers and owners of small and medium firms, the World Bank Group’s Enterprise Surveys benchmark the business environment based on actual experiences of firms. A series of blogs, starting today, share the findings from recently analyzed surveys conducted in several countries.The Namibia Enterprise Surveys consisted of 580 interviews with firms across three regions and three business sectors – manufacturing, retail, and other services.

Abstract submission will be open from 1st March – 31st May for the special edition. If you’re not part of the CCI programme but have used the freely available datasets in your research your submission is still welcome. The Special Issue aims to demonstrate how Essential Climate Variables (ECVs) can be generated from Earth Observation data, as well as the use of those variables in climate modelling and other climate-related applications. The special issue is mainly focused on the Climate Change Initiative (CCI) programme of the European Space Agency (ESA). External papers to the CCI program are welcomed if they substantially use ESA CCI program generated datasets, which are freely available via the CCI data access portal. Organizers of CityCampNC and NC Datapalooza are offering a discount ticket package to people wishing to attend four upcoming events: Triangle Open Data Day, National Day of Civic Hacking, CityCamp NC and NC Datapalooza. The four events are called the “premier open government and open data events in the Triangle.” Attendees can register once and they are ready to attend any and all of the NC Open Pass affiliated events throughout the year. Early bird passes are $40 through March 2, and $50 starting on March 3. The NC DataJam event, formerly the NC Datapalooza kickoff, will coincide with the CityCamp NC hackathon in early October. Teams emerging from CityCamp NC will have a chance to pitch their open data project at All Things Open before the NC Datapalooza finale in November.

Open data and performance analytics are often separate practices, but are inextricable when it comes to the operations of modern governance. Open data provides the raw material for analysis and open data programs can have many goals, including increasing government transparency, sharing information to aid in decision making, engaging a broader coalition of stakeholders, and increasing government accountability. Performance analytics, on the other hand, describes the set of tools used to carry out analysis of government data and performance. While performance analytics is most often used to gain insight into a city’s progress toward strategic priorities, it should also be used to measure the performance of the open data program itself.

Ensuring value down the open data road Professor Michael Luck at King’s College London asks if following Canada, New Zealand and Ireland in establishing clear, easy to use public data access portals might allow the UK government to drastically benefit from data it holds The power of open data has been made clear time and time again. Reports at both national and global levels cite the benefits to our economy in the billions and trillions, respectively. Here in the UK, The Shakespeare Review put the value of our public sector data at £6.8bn. McKinsey has predicted the creation of an open data market sector as worth $3tn £2.1tn) worldwide. Alongside such economic proof points, social benefits are a little more nebulous, but still clearly present.
