The Liberal government kicked off its new strategy for open government Thursday but a key election promise for a major review of the antiquated Access to Information Act will be put off until 2018. Treasury Board President Scott Brison said the government is overhauling the act in two stages and will first begin with quick fixes by introducing legislation this year to make good on some of the reforms promised during the election campaign. They include ending fees for processing information requests; giving the information commissioner the power to order release of documents and extending the act to the offices of the prime minister, ministers and administrative institutions that support Parliament and the courts.

The Joint Research Service (JRC), the department charged with providing scientific expertise to support EU policy development, has opened a new window on a big chunk of its research. Earlier this month it made public 490 datasets, which scientists and app developers are free to download and for their research or business ideas, providing the source is acknowledged. The wide-ranging topics covered by the Data Catalogue include climate, freshwater resources, alien species, soil and forests. The success of any open data portal relies on useful presentation of data, in a format that is genuinely usable. For instance, data formats such as HTML or PDF are not easily consumed by all applications.

Lucy Han has taught herself coding more than a year ago, and has been attending hackathons to test her skills in a relatively small time frame. Han is helping organize Calgary’s first Youth Hackathon, hot on the heels of the City of Calgary’s annual Hackathon. “Their target audience was around 30-years-old,” she said. “So, we thought it would be cool to organize one for youth.” Just like the Calgary Hackathon, the Youth Hackathon will give competitors access to open data from the city. They are then tasked with creating an app or a website that uses the data and will somehow benefit Calgary. They’ll be given 48 hours to complete a prototype of their idea, in the hopes of winning a $750 cash prize for first place. “Technology is becoming such a huge part of our lives,” said Han.

The Grow Chicago “TOD Calculator,” created by the Metropolitan Planning Council, uses public data to visualize information on a specific address in Chicago—from its zoning code and proximity to transit, to projections of the annual retail revenue, tax income, on-site jobs, and transit ridership a project built there could generate. Since its release six months ago, developers, residents, aldermen, and small business owners have used the calculator to judge the impact of potential projects on their own communities. The data has also influenced regulation—helping convince Chicago to expand its 2013 TOD ordinance by increasing the allowed distance from transit, eliminating parking minimums, and adding density bonuses.

Public transport can be a lot smarter if operators are more open The 112-year Hong Kong Tramways may be the oldest mode of public transport in the city, but it is also the most open-minded when it comes to sharing real-time information. Since 2012, Tramways has implemented a real-time positioning system that gathers data from 600 passive tags buried along the tram tracks. Tramways has recently collaborated with London-based Citymapper to make the data available on the latter’s urban transport app. Citymapper came to Hong Kong last August. The app combines information from major public transport operators to help users plan the best routes and get to their destinations at the shortest time.
