This blog post was written by Riyadh Al Balushi from the Sultanate of Oman. I recently co-authored with Sadeek Hasna a report that looks at the status of open data in the Arab World and the extent to which governments succeed or fail in making their data available to the public in a useful manner. We decided to use the results of the Global Open Data Index as the starting point of our research because the Index covered all the datasets that we chose to examine for almost all Arab countries. Choosing to use the Global Open Data Index as a basis for our paper saved us time and provided us with a systematic framework for evaluating how Arab countries are doing in the field of open data.

The Office of the National Coordinator for Health Information Technology has sent Congress a report examining the feasibility of helping providers compare and select certified electronic health records products. The report was mandated under the Medicare Access and CHIP Reauthorization Act (MACRA), but with the EHR Incentive and Regional Extension Center programs winding down, ONC is examining how providers can continue to receive crucial support with implementing information technology. Support is still essential, ONC believes, as many providers are upgrading or replacing EHRs they bought to achieve meaningful use, and they’re retooling as they get ready for reforms in healthcare.

In Victorian London, Dr John Snow drew a map pinpointing cholera cases to prove his theory that the 1854 Soho outbreak was caused by a water pump and the disease was not airborne as it was believed at the time. Snow had the handle of the water pump removed and cases of cholera started to rapidly decrease. Imagine how he and many other visionaries before and after his time could have helped cities improve public health if they had the open data resources we have today. The use of open data enhances efficiency and quality of public services and increases transparency and citizen control. At the same time, open data use spurs innovation, creates new business models, and engages individuals and companies to take part in app development and social projects.

In response to the UK Government consultation on privatising the Land Registry, the ODI is seeking input from data users and has released new economic research exposing the risks that come with restricting core public sector data assets The UK Government has issued a consultation on transferring the operations of the Land Registry to the private sector. The ODI is preparing a response and wishes to learn more about the people and organisations that use Land Registry data or would like to use it in the future. We have published the themes that we intend to use in our response openly and are gathering information on how organisations use Land Registry data. Please comment before Friday 29 April.

The City of Chattanooga is collaborating with the Interdisciplinary Geospatial Technology Lab at the University of Tennessee at Chattanooga and Open Chattanooga to build better maps for outdoor recreation. To help connect people to the outdoors in Chattanooga, Outdoor Chattanooga and the Office of Performance Management and Open Data are calling for coders and outdoor enthusiasts alike to join the project. The group is hosting an Outdoor Recreation Mapping and Apping Party at Outdoor Chattanooga in Coolidge Park at 5:30 p.m. on Thursday. Participants will have a hand in creating a free, open and beautifully designed interactive outdoor recreation map for the Chattanooga region.

Everyone is still digesting the big news from Mesosphere, which is that a truly huge alliance of leading companies has joined forces with the company to unveil the beta release of DC/OS (derived from the Data Center Operating System) the first open and comprehensive platform for building, running and scaling modern enterprise applications. DC/OS has always been built on the open source Apache Mesos project, but the platform itself is now going fully open source, and that will give it legs.

NEW YORK (GenomeWeb) – The European Commission yesterday unveiled a new initiative to build a cloud-based infrastructure for the storage, sharing, and use of scientific and technological research data across Europe. Called the European Open Science Cloud, the initiative will initially target the scientific community, but is expected to later include users from the public sector and industry. According to the EC, it represents one part of a broader effort to create a so-called Digital Single Market, which will coordinate efforts by European Union nations to digitize industry.

NORTH CAROLINA: US analytics firm SAS has launched a new digital marketing hub dubbed Customer Intelligence 360 that aims to combine all digital customer data with offline data such as in-store transactions. Wilson Raj, global director of customer intelligence at SAS, said yesterday at SAS’ headquarters in North Carolina that enterprises still face challenges with digital marketing, particularly when it comes to collecting data from numerous devices, making decisions using that data and then delivering on those decisions by engaging with customers through a call, text or email.
