“Innovation” has become a buzzword in government, industry, and society. Yet, scaling innovation for public policy is rarely discussed. The 2016 presidential transitions teams have the opportunity to build upon the innovation agenda of previous administrations to advance a culture of innovation that is supported and enabled by cutting-edge tech throughout government. Structuring new tech-enabled approaches to governance can help streamline entrenched bureaucratic processes, build greater efficiency into how government operates, reinvigorate the federal workforce by attracting a new cohort of employees, and through improved communication and engagement with the public. A more transparent government can rebuild the American people’s trust.

Jonathan Huseman studied history and journalism and started his career working as a journalist for Dutch newspapers and magazines. After that, he jumped to international affairs at the Dutch NGO ICCO to work as lobby & advocacy officer, press officer and editor. In 2015, he joined Hivos as advocacy officer for the Open Society program. His focus areas are human rights, space for civil society and transparency and accountability. One of the programmes he is currently actively involved in is the Open Contracting Data programme by Hivos and Article19.Jonathan is interested in developments in journalism, advocacy and politics. Some of the major challenges countries around the world are facing are caused or accelerated by inefficient use of natural resources, mismanagement and corruption.

The Pune Municipal Corporation (PMC) is making all possible use of information technology for improving delivery of civic services by launching open data portal, multiple mobile apps as well as redesigning its website. However, its initiative of monthly e-newsletter started during the smart city contest has come to a halt for the past four months. The first monthly e-newsletter was released in May 2015 while the last came out exactly a year later in May 2016. “There is no need of an e-newsletter now as the PMC is very much active on the social networking sites. There is a good response on the social networking sites of PMC where people get all updates of civic information and can also communicate with the civic body,” said Municipal Commissioner Kunal Kumar.

Technological progress doesn’t follow the same path for all municipalities. Towns are beefing up broadband to attract business, and government leaders at all levels are embracing open data. But not every town has the same problems, U.S. Transportation Secretary Anthony Foxx said, and that means they’ll have different answers. Foxx told a crowd at the Washington, D.C., Smart Cities Week conference on Sept. 29 that now is the time for dramatic change in transportation. Automated and driverless cars are quickly becoming a reality, and improvements to the Panama Canal will mean more freight on the nation’s highways, he said. In order to be prepared for these changes, he told the audience that data and analytics must be the driver that keeps progress on course.

For the second year in a row, the City of Edmonton was named the most open city in the country. The Public Sector Digest ranked 68 municipalities. Edmonton received a score of 98 per cent overall for its open data program. The Open Data Plan and Open Data Policy, training and open data hackathons are just some of the ways Edmonton is expanding its open data initiative and making it more accessible. “This is great news for Edmonton,” Wendy Gnenz, branch manager for Open City and Innovation, said. “It recognizes the significant effort the city is putting into open government and open data. It encourages our ongoing commitment to transparent, inclusive and collaborative operational practices aimed at enhancing services to Edmontonians.

The Getty is comprised of several programs, each of which maintains their own art historical datasets. In an institution-wide effort to integrate both systems and content, several efforts have been started to build and publish linked open data versions of those traditional and disparate databases. A clear example is the 17th century painting of Madame Bonnier, which is owned by the Museum, described in art dealer stock books in the Research Institute, and both the painter and the sitter have identities in the Getty Vocabularies, managed by the Trust. This presentation will describe progress made on the technical, social and political challenges uncovered during the ongoing process.

Chairman of this week’s banking inquiry, David Coleman, has flagged a push for banks to give customers more access to their data and a probe into how banks deal with non-monetary defaults ahead of Tuesday’s hearings.  The Commonwealth Bank’s Ian Narev, is scheduled to appear before the inquiry at 2pm on Tuesday. The ANZ’s Shayne Elliott will then appear at 9.15am on Wednesday, while the NAB’s Andrew Thorburn will appear on Thursday morning and Westpac’s Brian Hartzer on Thursday afternoon. Mr Coleman, a former banker and member for the seat of Banks, said he thinks the issue of competition is central and MPs are likely to discuss a move by UK regulators to allow consumers to change banks more easily through open data.
