Sharing data from new experiments allows scientific researchers to build on each other’s work quickly, as they avoid the kind of duplication that can slow down the scientific process. Data-sharing is good for science as a whole, but for individual scientists, the pressure to publish and the potential patents and royalties that come with novel findings provide a disincentive to open data-sharing. A recent survey, with results published this month in the open-access online journal PLOS ONE, asked more than 1,000 life-sciences researchers what they thought worked in encouraging behaviors of posting data sets online and making biological materials available to other researchers.

Cape Town – The City of Cape Town approved the open data portal and policy on Thursday, it said. “As part of the City of Cape Town’s commitment to ensuring transparent, accountable and accessible government, council today approved the City’s Open Data Policy,” the city said in a statement. “In having done so, the City of Cape Town is embracing the use of open data to promote economic growth, development and inclusion.” The policy would allow residents to have access to economically relevant metro data which would help to drive personal agency, creativity and innovation. Mayoral committee member for corporate services Xanthea Limberg said the city generated a significant amount of data that was potentially useful to residents.

This week will see the first meeting of the International Expert Advisory Group on the Data Revolution alongside the UN General Assembly in New York. In an often overwhelming landscape of initiatives, consultations and conversations, the group will be seeking to gather inputs and set out how the idea of a ‘Data Revolution’ introduced by the UN High Level Panel on the Post-2015 development agenda could work in practice. Yesterday, the Web Foundation’s Open Data Research Network held a Web Meeting to dig in depth into opportunities and challenges present in data revolution idea.

I was honored to deliver the keynote address this morning to over 800 of today’s data leaders .  In preparation I had one goal: to tell the story of data — how far the Department of Commerce has come and it’s potential for the future. These are exciting times. Over the past decade, jobs in data fields have grown at a rate 6 times faster than the economy as a whole, and these jobs pay 73% more than the typical American job. The federal government provides fundamental statistical building blocks about our population, our economy, and our climate. This information is so pervasive that people often are unaware they are using government data.

The General Elections Commission had earlier published scanned tallies from close to 500,000 polling stations on their website. Ainun Najib, an IT expert based in Singapore got his friends together and set up a website where 700 volunteers manually transcribed the scanned tallies into a spreadsheet. “The volunteers, located across 27 countries, managed to transcribe more than 470,000 scanned documents in less than a week,” Najib told FutureGov. The system was designed so that a user can process one document in just 5 seconds.

The city of Cape Town joined the likes of San Francisco, London and Barcelona yesterday when it formally adopted an open data policy which will see new troves of economic and civic data added to the city’s data portal. Plans dawn up in February were put to the vote and will come into immediate effect today. While it’s not yet been decided exactly what the city will publish and when, a steering committee made up of politicians and members of the public will govern the process of selection and will fall under the jurisdiction of the department for Development Information and Geographical Informations Systems (DI&GIS).
