UK — Digital marketing agency iCrossing and data science company Datanauts have joined forces to create new technology to ask the people of Brighton how they feel, as part of the Brighton Digital Festival . The companies are producing ‘Mind of the city’ – a mood barometer for Brighton, which uses technology called Emotable to gauge how people really feel about the city. The technology monitors emotional language used in social media as it happens. Emotable is an emotional text processing engine, which looks for emotional language used in social media posts, tags it and then categorises it into one of the following core emotional groups: joy/happiness/love, sadness, fear/worry, anger/hatred and excitement/surprise.

The Greater Manchester data synchronisation programme now covers five local authority areas with a combined reach of 1.5 million residents. The first phase of the programme was launched last year by Manchester, Salford and Trafford councils along with innovation agency Future Everything, support initiative Connected Digital Economy and the centre of excellence, Future Cities Catapult. ‘Manchester’s local authorities have been quick to grasp the potential for open data to improve services, to create meaningful citizen engagement and to drive innovation,’ said Drew Hemment, founder and chief executive of Future Everything. ‘Our first Coding Challenge saw ideas for improving recycling and fitness. Next we’re turning our attention to fire and rescue incidents.

The White House has been touting open data initiatives for years. But in one of the most controversial areas in politics — immigration — crucial data is often unavailable, and what’s available often includes mistakes, say a diverse set of critics. The IEEE-USA is a case in point. The group has been trying for nearly two years to discover how many H-1B visa holders are male. It believes men get as many as 85% of the visas, a percentage that can help explain the lopsided male and female ratios at visa-hiring companies such as Facebook (69% male), and Google (70% male). Gender data is collected during the H-1B application process, and the IEEE-USA has filed a Freedom of Information Act request for it.

Polish newspaper Gazeta Wyborcza has launched a digital data journalism platform to offer more interactive and visual content to its paying subscribers.The priority of BIQdata.pl , which launched this week, is data visualisation, and the website allows users to explore the data and engage with it by clicking on the visuals or using sliders.”The text is a comment attached to the data,” said BIQdata editor Vadim Makarenko. “This is a new approach when it comes to media in Poland. A lot of NGOs do it right now, but not media. This was the first website of its kind.”Launched on Monday (September 22), BIQdata is also gathering open data and corporate data. Makarenko said the platform was going to be place for “data geeks” to spend their time.

Boston University announced plans to develop a smart-city cloud platform designed to streamline and strengthen multiple municipal functions. The Smart-city Cloud-based Open Platform and Ecosystem (SCOPE) project aims to use cloud and big data technologies to improve transportation, energy, public safety, asset management and social services in the City of Boston and across Massachusetts. “Today’s cities are increasingly being challenged – to respond to diverse needs of their citizens, to prepare for major environmental changes, to improve urban quality of life and to foster economic development,” said Azer Bestavros, director of the university’s Rafik B. Hariri Institute for Computing and Computational Science and Engineering and SCOPE’s principal investigator.

The federal government is facing an aggressive schedule to implement the Digital Accountability and Transparency Act, which expands the USASpending.gov platform to include detailed and uniform financial data on grants, awards, procurement and other spending. At a town hall meeting for federal employees charged with implementing the Data Act and stakeholders interested in influencing the process, officials from the Treasury Department and the Office of Management and Budget discussed how they are divvying up their responsibilities. OMB is leading the charge to develop data definition standards, one of the biggest challenges of the implementation process.
