An unprecedented number of individuals and organizations are finding ways to explore, interpret and use Open Data. Public agencies are hosting Open Data events such as meetups, hackathons and data dives. The potential of these initiatives is great, including support for economic development (McKinsey, 2013), anti-corruption (European Public Sector Information Platform, 2014) and accountability (Open Government Partnership, 2012). But is Open Data’s full potential being realized? A news item from Computer Weekly casts doubt. A recent report notes that, in the United Kingdom, poor data quality is hindering the government’s Open Data program.

Open data policies need to become as commonplace as health and safety policies. Opening up needs champions in all departments, not just IT, or open data policy and practice may never get off the ground. Data holds no value until a human can understand it (or maybe nowadays when machine can read and report to another machine).  Why is it then that the common perception that machines ‘know’ what they are doing, that they, and therefore, presumably, their creators talk the same talk. It is easy to grasp how difficult it is to communicate between generations, between regions, to understand accents and yet we find it hard to accept that machines and systems do not just magically well conjoin in some techie programming way. Maybe because when it does happen, it seems to be effortless.

After delivering his address at the annual United Nations General Assembly meeting last week, President Obama dropped a tidbit of interest for open data advocates: he promised to produce an open source policy by the end of 2015. Speaking before the three-year-old Open Government Partnership, Obama promised to expand the second Open Government National Action Plan, which was unveiled by the administration in December. New measures will promote open education, expand the government’s digital services, improve fiscal transparency and protect privacy in response to the growth of big data technologies. The plan has potential, said Alexander Howard, a columnist at TechRepublic who runs open government blog E Pluribus Unum.

As part of its ongoing commitment to support governments in implementing their open data commitments and developing more ambitious action plans, the OGP Open Data Working Group, co-chaired by the Web Foundation and the Government of Canada, is undertaking a new funding initiative entitled Open Data for Development (OD4D). Under this new initiative, the Working Group will provide a total of $200,000 in funding over the next year to support a number of short-term, intensive research projects exploring the technical and practical implications of open data. These grants will be administered by the Web Foundation and supported by the International Development Research Centre (IDRC), and will initially support research projects to take place between November 2014 and March 2015.

Oracle on Monday announced that it is all set to open 2 new data centres in Frankfurt and Munich in Germany, likely in the wake of the revelations about the NSA spying programme, by Edward Snowden. Announcing the news about the data centres, Oracle Vice executive vice president, Loic le Guisquet said that the new data centres will provide service to the businesses that prefer to have the data centre in their country rather than overseas. He said that “questions around security” is one reason why the company chose to open data centres in Germany, while stressing that there is a strong demand for such services in Germany.

The Social Security Administration has a new national data center. Officials held a ceremonial ribbon-cutting for the center Monday in wooded hills near Frederick, Maryland. It replaces a 34-year-old building at the agency’s Baltimore-area headquarters, about 40 miles away. Officials say that at 300,000 square feet, the two-story, beige-and-glass complex along Interstate 270 is about 35 percent smaller than the building it replaces and will use about 30 percent less electricity than a typical data center. The center maintains demographic, wage, and benefit information on almost every American. It was funded by $500 million in economic stimulus funds from the American Recovery and Reinvestment Act of 2009.
