The city of Houston has signed off on an open data policy that will unlock a treasure chest of new information for developers and citizens. The open data policy is the latest step in a series of initiatives to make the city’s government more transparent. It will create the platform for data to be logged and collected on a variety of different topics. From this new data base, any developer can access noncritical and nonconfidential information and use it to show new development, neighborhood complaints or a variety of other tools, said the city’s enterprise data officer, Jackie Smith. Mayor Annise Parker signed the policy Sept. 18, but now the real work starts.

In a recent television interview with PIX11 News, Ben Wellington, visiting assistant professor in the Graduate Center for Planning, discussed how New York commuters can save money by identifying the specific amounts riders can add to their MetroCards to make excess—and often unused—balances nearly vanish. “It’s always bothered me, having the extra fare on your card for a long time,” Wellington said. “I was on the machine and started doing the math, trying to see how one could get a round number.” On his I Quant NY blog, Wellington describes how the default prices provided by the MTA automatically leave the user with an unusable remainder balance.

Information about nearly $3.5 billion in payments and gifts made by drug and medical device makers to doctors and teaching hospitals in 2013 is being posted online Tuesday by the federal government. That marks the launch of the “Open Payments” program, mandated by the Affordable Care Act to “help consumers understand the financial relationships between the health care industry, and physicians and teaching hospitals.” The federal Centers for Medicare & Medicaid Services said Open Payments lists consulting fees, research grants, travel reimbursements and other gifts the health care industry — such as medical device manufacturers and pharmaceutical companies — provided to physicians and teaching hospitals during the last five months of 2013. CMS said the data contains 4.

More than four months after President Barack Obama signed the Digital Accountability and Transparency Act of 2014 into law, discussion has only just begun on how the administration plans to put the law into practice. The law, which aims to make the U.S. federal government’s financial expenditures more transparent and open, is jointly administered by the White House’s Office of Management and Budget and the Treasury Department. Speaking at the Data Transparency Coalition’s Data Transparency 2014 conference, David Mader, OMB’s controller in charge of DATA Act implementation, said the newly-signed law is a journey toward a more open government. “When I think about the DATA Act, I think about a journey,” Mader said.

NSW Finance and Services Minister Dominic Perrottet is taking inspiration from the Texas state government as NSW moves slowly towards offering its own goods and services expenditure ‘data cube’. The NSW Government has been tapping away at the data cube for a couple of years now, but the results are yet to be made public. A spokesman for the Office of Finance and Services, which is heading the initiative, said the data cube should become available within the coming 12 months, as it continues to corral and standardise data sets held on agency servers.

The General Services Administration (GSA) has appointed Rebecca Williams to lead its open government initiatives. Williams was previously with the Sunlight Foundation, an open government watchdog group. Williams will be working with Data.gov initiatives. Data.gov is the federal government’s open data portal. Data.gov is the home of the US government’s open data with almost 98,000 datasets. Data.gov features Federal, state and local data, tools, and resources to conduct research, build apps, design data visualizations, and more. Prior to working at the Sunlight Foundation, Williams was a city planner. She is also a noted open data and open government expert. Williams said in a blog post on GSA.
