The Sunshine Act was introduced in 2010 to illuminate the financial relationships the health care industry has with doctors and teaching hospitals, but the launch of the Open Payments database last week to support that mission has been criticized as out of context and flawed. Part of the Affordable Care Act, the Sunshine Act requires that manufacturers of drugs, medical devices and other such life science items report any payments and valuable items they give to doctors or teaching hospitals. Tuesday, the Centers for Medicare and Medicaid Services released data of those payments from the last five months of 2013 on its Open Payments database, consisting of 4.4 million payments totaling $3.5 billion to 546,000 individual physicians and almost 1,360 teaching hospitals.

Almost a decade after the first human genome was published, famed anti-apartheid leader Archbishop Desmond Tutu and three African bushmen became the first sub-saharan Africans to have their genes fully decoded. The work aimed to further decipher the full spectrum of human genetic diversity and the role that genes play in health. But that study was published in 2010. While the pace of genetic research has exploded around the world since then, few Africans have joined Tutu’s ranks. According to Dartmouth University postdoctoral researcher Geoffrey Siwo, less than 10% of all genetic data available in the world today is from African populations. To Siwo, a native of Kenya, that statistic reflects a large gap in the world’s medical knowledge.

Data can be a fundamental tool in disaster preparedness, but the insights aren’t always heeded. This was the observation of three emergency management experts from academia, government and the private sector in an exchange last week on natural disaster data. The trio, who spoke about data use for city resilience at the Atlantic CityLab Summit in Los Angeles, Sept. 29, said that an analysis of data shows an overwhelming need for infrastructure improvements, but states and cities typically take short-term savings over long-term protections against catastrophe. Lucy Jones, a seismologist at the U.S. Geological Survey (USGS), is collaborating with Los Angeles to draft a seismic-resilience plan.

The use of data to influence decision-making isn’t new to K-12 education. In fact, given the sheer amount of paperwork, surveys and test scores generated, education has the potential to be one of, if not the, most data-driven sector in the U.S., but too often the data that teachers and administrators are saddled with is untimely or inactionable. We’re excited to see that change. Over recent years, a slew of next generation data analytics tools are changing the way school leaders think about data by: making achievement data more actionable (e.g. BrightBytes,Schoolzilla), providing a more holistic portfolio of students’ performance (e.g. FreshGrade, Equal Opportunity Schools) and bringing more constituent voices to bear on learning (e.g. Panorama Education).

The Department of Agriculture and Food (DAFWA) has developed new open-data technology to help Western Australian grain growers produce more profitable crops. The high-tech e-Connected Grainbelt project aims to provide growers with timely weather and crop information as well as help identify market opportunities and meet future demand. The first stage will aid liming applications to arrest soil acidity, improve fungicide use and increase the adoption of yield forecasting tools. Part of the Seizing the Opportunity in Agriculture initiative, $10 million from the Royalties for Regions program has been allocated to the e-Connected Grainbelt project.
