The Harper government in Canada has released the proposal for the next phase of its national open data plan. If approved it would effectively create a national marketplace for commercializing open data. The proposal calls for an open data by default mandate for federal agencies and offices, and would create an open data institute to foster the use of open data for commercial development. Canada joined the Open Government Partnership and open data movement in 2012. Since then officials have been working through a broad-based federal approach to opening government information.

The aim of the seminar is to give an overview of new trends in open research data publication and to introduce the DataCite Estonia project.  UT researchers, experts and science policy makers, as well as renowned specialists in the field from the UK, Germany and Canada, will give presentations and participate in the panel discussion.

The Institute of Development Studies (IDS) launches the Oriel Open Knowledge Hub today at Open Development Camp 2014. The United States Air Force is set to host its first hackathon with the aim of solving real world problems. Plus, Google petitions the Supreme Court to rule on API copyright battle. Today, IDS launched the Oriel Open Knowledge Hub at Open Development Camp 2014. The hub serves as a collection point to share content regarding international development, policy and practice. IDS is dedicated to open development concepts and aims to provide development related resources in a constructive method. The Hub API provides users access to the content. IDS developed an explorer and documentation to guide developers through integration and implementation.

We need to stop sweating the small stuff when it comes to our online lives, as it’s holding back an open data revolution, according to Sir Tim Berners-Lee. The founder of the web told attendees of IPExpo in London that open data remains key to unlocking many benefits, but users are scared to allow it because they’re worried about privacy. Berners-Lee said much of the conversation around so-called “big data” is that it’s a threat to users. “What are they going to do with that data?” he asked, of social networks and other online services. “They’re going to figure out how to target you with an ad that makes you feel queasy because it’s so much what you want to buy and you didn’t expect it to pop out at you.

Lots of cities are publishing open data in vast online catalogs that remain under-utilized. The reasons are pretty basic. It’s all about language. IT professionals have their own lingo and even though many IT words are now part of the vernacular, folks outside of IT don’t find conversations about data lineage, metadata, PDF-scraping, and hackathons all that interesting. And the apps we’re creating aren’t making into the mainstream either. Utilization rates for open data apps remains depressingly low. Few publishers measure how often their open data is used, by whom, for whom, and why. Often, we’re just happy to have anyone take notice and use it even if that anyone is often the same group of devoted developers in a local app competition.

The Australian government will soon publish all of its intellectual property (IP) rights data online so companies can easily search and find partners. The information being made available comprises more than 350 million data points, including rights to patents, trademarks, designs and rights granted to the breeder of a new variety of flora. The data will be updated annually. The government expects that the open data will help companies find each other more quickly to collaborate, build their product and get it to market, said Bob Baldwin, Parliamentary Secretary to the Minister for Industry in a release. “Placing IP rights data on the web in a way that is easily searchable will make it easier for business to come together to innovate, create jobs and boost our economy,” he said.

The Philippines government has committed to open up more environmental data to the public so citizens and organisations can be better equipped to play their part in protecting the environment. To support its open data initiative, the government needs “an effective platform for the management of environmental information that the public can use with greater efficiency,” said Analiza Teh, Undersecretary, the Department of Environment and Natural Resources. The government currently uses several systems both for monitoring and managing data internally, as well as publishing information and applications for citizens and businesses, said Bresilda Gervacio, Human Resource Development and Information Systems Assistant Secretary.

The National States Geographic Information Council (NSGIC.org) held its annual meeting in historic Charleston, South Carolina on September 14 -18, 2014. This was one of the finest NSGIC conferences in many years. Each of the presentations provided fresh content and information about the issues, concerns and activities that support states’ ongoing efforts to coordinate effective government solutions through geospatial technology. A high note for this conference was the observation that open source projects are significantly impacting statewide programs. Open source solutions allow users to tackle old problems and gain efficiencies. In GIS, projects tend to be mired in financial limitations and political setbacks.

More can be done to coordinate open data initiatives across federal and local governments, shared the US federal government’s new open data advocate, Rebecca Williams. Williams joins the US General Services Administration from Sunlight Foundation, a non-profit open government advocacy organisation that works across state and local government organisations. A whole-of-government approach will unlock many opportunities to analyse and use the open data, she said in a recent blog post. “Through my work at the Sunlight Foundation, I found that many local governments were beginning to proactively release datasets, but with absent standards, reliable updates, and coordinated policies, these datasets were difficult to comparatively analyse or plug into common applications.
