A major goal of open data programs is to increase transparency. Making data open is a way to provide citizens with a view into the activities and processes of public institutions. Open data can also improve collaboration between citizens and public agencies and increase the level of civic participation. However, transparency can be costly. Costs can include personnel time, heightened susceptibility to cyber-theft, high cost of compliance with open data standards, and public scrutiny of decision-makers. Agencies at all levels of government are investing in open data programs but there is little research on the utility of these programs in terms of increasing transparency, collaboration, or participation. Large variation in open data policies makes such evaluations extremely complicated.

Earlier this month, the city hosted a meeting at the Carnegie Library, 40 Albert St., and invited representatives from some of the region’s most recognizable organizations. Preliminary work on generating public and private interest in an open data centre in the City of Waterloo is well underway. It was an opportunity to tour the century-old building and get an understanding of what the city has envisioned for the space, said Coun.

At the weekend, I spoke at the Software Freedom Kosova 2014 conference. Here’s the history from its Web site: Since, an initiative to promote the plenty fold benefits of free software had not been undertaken until then, on September 2008, James Michael Dupont started an initiative to gather interested parties in the organization of the first Free and Open Source Software in Kosovo. The virtual event attracted around 600 people and this served as an incentive for a group of close-knit partner organizations to be built and start putting the conference into action. On March 22nd 2009, the first general assembly of what came to be called FLOSSK was held.

Even as dengue cases rise, government approval for a mobile app that could prevent the disease from spreading by speeding up monitoring and intervention is hanging fire. The Android app can help collate data about governmental programmes to monitor water and vector-borne diseases and update it in a graphical form in real time. All this in less than one-tenth of the time it takes currently. From the survey of the affected area to the data entry, it takes around a fortnight for information to be collected under the integrated disease surveillance programme (IDSP) about malaria, dengue etc, said Amit Dubey of NGO Taru which developed the app.

I’ve met more marketers in the past few days than I have in my lifetime. Which isn’t that bizarre given the fact I’ve been at the 2014 DMA Annual Conference and Exhibit in San Diego, mingling with hundreds of advertising, sales and marketing professionals. I’ve rubbed shoulders with seasoned veterans and lunched with young professionals just breaking into the industry, eager to optimize small marketing budgets. At the beginning of the conference, DMA Chief Executive Officer Thomas Benton encouraged attendees to make the most of their time (and money) spent here by participating, discovering, connecting and taking notes. To find out if his advice was heeded, I asked guests their thoughts on the conference and educational sessions.

InternetNZ is delighted to announce that as part of the upcoming NetHui South 2014, it has added a Day Zero to its programme and will now host Open Data Day on November 20. InternetNZ Chief Executive Jordan Carter said he was excited by the prospect of providing a joint experience between Open Data Day and NetHui South. “There’s an obvious meshing of ambitions between what Open Data Day sets out to do and NetHui South. “The theme for Open Data Day is “An exciting new world” and its main aim is to focus discussion around the release and re-use of data. This obviously fits in very nicely with InternetNZ’s key objective of an open and uncaptureable Internet.

During the launch of the Datavenue challenge aimed at spurring the development of new applications for the Internet-of-Things(IoT)/M2M space, Orange said that its Datavenue service platform offers a collaborative platform for players within the IoT space to jointly develop applications, leveraging on the reservoir of big data produced from the growing number of IoT/M2M connected objects. The Datavenue platform will be gathering, storing, combining and securing data from connected objects, anonymized private business data, including that of Orange as operator, and open data. In its statement, Orange said that the platform will be available for third-party developers in 2015 via Orange Partner.

In the latest update to his e-text “Searchlights and Sunglasses,” author Eric Newton highlights important tools that help journalists mine public data. Here’s one way of introducing open data in the classroom. The students in the introductory journalism course at the University of Wisconsin-Madison always respond with a collective groan when we arrive at “data week” on the syllabus. They went into journalism for words, not numbers, they say. They’re not even sure they have Excel on their laptop, they say. They just aren’t comfortable with data, they say. And even after they complete our data-driven assignment, those sentiments still hold true for many.

To date, the death toll from Ebola in West Africa has claimed over 4,900 lives. And during the outbreak, technology companies such as Samsung have donated smartphones to help health workers better coordinate with regard to dealing with the outbreak. But IBM this week announced that it too is providing help via several initiatives. In a statement, IBM says these initiatives include a “citizen engagement and analytics system in Sierra Leone that enables communities affected by Ebola to communicate their issues and concerns directly to the government; a donation of IBM Connections technology in Nigeria to strengthen the Lagos State government’s preparedness for future disease outbreaks; and a global platform for sharing Ebola-related data.
