LIVE FROM GSMA MOBILE 360 AFRICA: Steve Vosloo, head of mobile at Pearson South Africa, described digital citizenship as “about getting people to use IT to engage in society, politics and government”. However, Vosloo (pictured) pointed out that being a digital citizen is not as simple as creating good services and open data. Users must be able to access and understand such services easily, and must be motivated and educated to do so. And they must have the ability and the freedom to act upon that access. The fight to win over business customers in the Asia-Pacific cloud market is set to become fiercer with vCloud Air’s foray into Australia and Japan. Earlier this week, virtualisation software company VMware said it has teamed up with Telstra to offer the vCloud Air public cloud service in Australia by the first half of next year. vCloud Air, currently available in the United States, United Kingdom and Germany, lets businesses extend their existing VMware virtual machines (VMs) to the public cloud in a hybrid cloud setting, or spin up new VMs directly in the cloud. Large enterprises typically do so to beef up their computing resources during peak business periods or comply with data protection laws that require data to be stored within a country.

Governments, academics and tech gurus over the last couple of years have been transfixed with the prospect that better and bigger data can help us solve the world’s more entrenched problems – including corruption and poverty. The United Nations has also caught on to this trend and yesterday released a report, compiled by experts, which endorsed the position that increased, more accessible and better quality data will lead to better policy decisions and greater accountability. The report is supposed to set the scene for how data will be used and integrated into new global sustainable development commitments, which will replace the Millennium Development Goals when they end in 2015. Despite its ambitions, the report still falls short of setting off a real revolution.

On Friday afternoon, the City of Toronto’s open data team — the group responsible for managing the open data strategy for the largest city in the country — posted a new dataset to its online portal: The top 25 licensed dog and cat names in the city. It’s a joke. Or, at least, it should be. The information in that list is provided by City of Toronto Animal Services and is the antithesis of open data. It is not open, it is not data and it is not relevant. The list comes in two Excel files, each containing no more information than “Name” and “Number” and is already sorted. The most common registered dog name in the city is Charlie. Coincidentally, that’s also the most commonly registered cat name. The second most-popular name for both animals is Max.

This week the Independent Expert Advisory Group on the Data Revolution for Sustainable Development released its report “A World That Counts: Mobilising the Data Revolution for sustainable Development.” Congratulations to the authors for crafting such a useful document so quickly, and thank you to everyone who shared their thoughts during the consultation period. I have just come back from presenting at the Oman Competitiveness Festival (OCF14). I spoke alongside many local Omani experts, as well as an array of excellent others from across the UK and Europe – from Reform, Behaviour Insights Team, Collaborate and Snook, to Bethnal Green Ventures, Aspire Trust, Localis, Universitat Pompeu Fabra and INudgeYou. In setting up the conference, the Oman Government wanted to examine the issue of public services innovation, particularly the use of open data to create digital public services and support decision making and transparency. The conference also looked at the ways in which governments today, regardless of their location, need to engage with their citizens – ‘co-production’ and ‘user designed public services’ were common terms.

A Code for Europe project is developing a web app to help people share memories of their home town. Edinburgh Scrapbook, which is due for release in early 2015, will allow people to upload photos and text about their memories of life in the Scottish capital. The open data project has been developed by Alan Gardner, a Code for Europe fellow who is working with City of Edinburgh Council. When completed, the code behind the web app will be available for other authorities to use. “Edinburgh has two apps for this – Capital Connections and Our Town Stories – but they’re both highly curated,” Gardner explains. “People want to add their own content, but they’d need to have a professional photographer and archivist, so there isn’t a way to do it.

The World Bank, in collaboration with the International Monetary Fund (IMF) Statistics Department, launched the new Quarterly External Debt Statistics (QEDS) database featuring new concepts and definitions as well as new classifications of external debt statistics (EDS) and tables that enhance their analytical use. The QEDS database brings together detailed EDS of economies that subscribe to the IMF’s Special Data Dissemination Standard (SDDS) and a selected number of economies that participate in the IMF’s General Data Dissemination System (GDDS).
