“The human brain is still the thing we haven’t been able to reproduce digitally,” explains Sir Nigel Shadbolt, “so in lots of situations it is exquisitely good at certain sorts of problems, and machines we know have this fantastic data capability. How can we harness the two together?” It’s a problem which has fascinated technologists for generations. But for Shadbolt, whose work includes SOCIAM: The Theory and Practice of Social Machines, and the Open Data Institute, where he is chairman and co-founder, social machines, and social learning, are the closest thing we’ve got to it. A classic example of a social machine is Wikipedia. “People used to say that there’s no way these things could ever compete with traditional encyclopaedias,” Shadbolt tells DeveloperTech.

NASA has been an open data operation since the passage of the National Aeronautics and Space Act of 1958, in the very earliest days of the Space Race after Sputnik. The agency has always published untold volumes of scientific data. Yet the kind of standardized, machine-readable data demanded by the Obama Administration’s Open Government Initiative remains a challenge. “That made more complicated — or, you might say, made wonderful — the job we were already doing,” NASA open innovation program manager Beth Beck said in an interview. “Big data is NASA — that’s what we have — but taking all that data and making it machine readable, that’s a big job.

Data science’s legacy is its ability to investigate complex problems in mathematics, statistics, and computer science that historically appeared in genome research, pharmaceutical research, intergalactic explorations, analyses of global warming and the structure of the earth, etc. These investigations used man- and machine-made data, and the domains of this data were seemingly infinite. The Global Fund announced in March 2014 the existing pipeline and new allocations totals for all countries eligible to receive funding from the Fund. This was the central element of the Global Fund’s new way of doing business. Countries are no longer operating in the dark. They know what the ceiling is. And concept notes are written to that total. Aidspan’s team, headed by David Garmaise, has taken these total allocations figures and now present a basic baseline for all countries to know where they fit relative to their regions, their income levels, their disease burdens as well as other variables. The Virginia Department of Transportation has shifted gears in its approach to open data. Since 2013, the agency has used data visualization software Tableau to present its data on accidents and crashes in a more intuitive and useful way. This can help citizens pull the lever of change if the numbers prove an intersection or road is dangerous. “You can say I want to see I-95 in Fairfax County and only see fatalities,” said Keith Donley, the enterprise data manager at VDOT. This can fuel “conversations about where the most dangerous roads are.” With the use of Tableau, VDOT is also developing an internalized know-how for data visualization, allowing the agency itself to make better use of the tools.
