Open government data (OGD) is fashionable. Governments and public institutions in Europe and other parts of the globe are making increasing numbers of datasets available to the public by means of national, regional, local or thematic portals, in keeping with their political commitments towards open government and open data. At the global level, OGD is an important part of the Open Government Partnership, an international initiative launched in September 2011 by eight founding governments. The demand for such data —“give us our data back” — has not arisen out of nowhere. There is at least one law, the Right to Information Act, which complements and creates an environment for such data demands in India.

Creating a learning healthcare system will require more closely aligning the tools, teams and goals of clinical decision support (CDS) and clinical quality measures (CQM) efforts, according to a blog post at Health IT Buzz. The two have long taken parallel paths, but both must be brought together as one community focused on quality improvement, write Jacob Reider, Deputy National Coordinator, and Alicia Morton, director of the Health IT Certification Program. The Office of the National Coordinator has released a paper outlining its 10-year vision for harnessing health IT for quality improvement, which it describes as interdependent with its efforts to achieve interoperability.

Amazon donated 1,000 unsold Fire phones to the creators of Ebola Care, an app designed to help stanch the spread of the deadly Ebola virus in West Africa, but the Seattle e-commerce giant isn’t the only tech company seeking to help in the effort. Facebook last week announced it is providing data and voice services to affected West African countries, including providing Internet access where it may not currently be available. The data service also could assist Ebola Care’s efforts, providing connectivity for the app to do its work. The Menlo Park company is also seeking donations from its 1.2 billion-plus members, and it is partnering with UNICEF to deliver health information on the social network, including information on Ebola symptoms and treatment to Facebook users in the region.

UK mapping agency Ordnance Survey stands accused of using £800m of government contracts to stifle competition in a row over the release of geographical information as open data. Geo-data firm Getmapping claimed Ordnance Survey received illegal state aid in a complaint it lodged at the European Commission (EC) last Friday (7 November 2014). The company repeated similar allegations to those it has tried and failed to stand up with UK authorities a number of times since Ordnance Survey was turned into a quasi-public government corporation in 1999. Getmapping claimed Ordnance Survey used two 10-year government contracts worth £800m to stifle smaller, private geographical intelligence firms.

The governments of the city and county of Durham, North Carolina are forming an open data partnership. Through the partnership, data from both levels of local government will be available to residents, journalists, academics and developers. “This is a unique collaborative effort that demonstrates a regional commitment,” said Durham County Manager Wendell Davis. “There will be shared costs, a common platform and portal, and a combined effort by both organizations to reach into the community to bring about business development and new community benefits and services.” Plans are underway now for a joint work plan and project framework, with a projected site launch date of summer 2015.

A new public website lets visitors look up information regarding gifts and payments given to teaching hospitals and physicians by device manufacturers and pharmaceutical companies. This data, collected in the CMS Open Payments system, is required by the Physician Payments Sunshine Act. September 2014 marked the first time that data collected from August 2013 onward became available to the public. Many physicians and medical device manufacturers voiced their concerns about disclosing this data and sought a delay in the website’s release. Generally, their concerns focused on two topics: the sensitive information that could be taken out of context by patients and lack of confidence in the data.

If you thought Wikipedia was all about looking up football statistics and checking to see Nigel Farage is younger than both Brad Pitt and Johnny Depp, you were wrong. A team of researchers is claiming that the online encyclopedia can be used to predict the spread of diseases, which sounds unlikely but they’re backing it up with hard evidence. It works by scanning Wikipedia edits for references to disease incidence around the world, using a model based on previous World Health Organisation data. Once that model had been established, the researchers (from the Defense Systems and Analysis Division at Los Alamos National Laboratory) decided to focus on seven diseases in nine different locations.

The National Oceanic and Atmospheric Administration has partnered with the private sector to develop a cloud-based repository of data that would be open to the public, Fedscoop reported Thursday. Wyatt Kash writes the initiative began in February when NOAA released a request for information and the project is scheduled to kick off in 2015. David McClure Jr., a data asset portfolio analyst for NOAA, told a forum that the agency gathers up to 40 terabytes of satellite and other Earth data daily but that existing resources limit the amount of data it could produce, according to the report.

The National Oceanic and Atmospheric Administration (NOAA) is looking to industry to fund its open data initiatives in partnerships intended to meet its unfunded mandates while also spurring innovation in the private sector. NOAA creates and gathers terabytes of information each day, much of which could be highly valuable if utilized within its window of usefulness. The agency wants to get the data to the people but doesn’t have the resources to make that happen, according to David McClure, lead analyst for NOAA’s Open Government Data Services. With budgets flat, McClure’s team is looking to private industry to support this effort by providing public clouds to maintain copies of NOAA’s raw data.
