WILLIAMSBURG — Williamsburg won another in a string of awards for electronic government this week when the Center for Digital Government announced the winners of its 2014 Digital Cities Survey. Williamsburg was ranked fifth, although a tie for third meant it was actually the sixth city listed among those with populations less than 75,000. Williamsburg assistant city manager Jodi Miller said the city has moved up. “Last year we were ninth in our division,” she said. The survey is in its 14th year and this marks the second time Williamsburg has been recognized. The survey is coordinated by the Center for Digital Government, which is a division of e.Republic, also the parent company of Government Technology. The survey was underwritten by AT&T, Laserfiche, McAfee, and Sprint.

Wikipedia page views could help predict potential disease outbreaks weeks before official health advisories are issued, researchers from Los Alamos National Laboratory report in a recently-published study. Their research, which was published Thursday in the journal PLOS Computational Biology, indicates that they were able to forecast flu and tuberculosis outbreaks four weeks in advance by monitoring articles on the collaboratively-edited online encyclopedia. Dr. Sara Del Valle and her Los Alamos colleagues said they were able to successfully monitor outbreaks of influenza in the US, Poland, Japan and Thailand, dengue fever in Brazil and Thailand and tuberculosis in China and Thailand. They also said they were able to forecast all but one of those outbreaks at least 28 days in advance.

By studying page views made by visitors to Wikipedia, researchers at Los Alamos National Laboratory believe it may be possible to predict epidemics as they emerge. Influenza outbreaks around the United States, Japan, Poland and Thailand were predicted by researchers before they happened, by monitoring Wikipedia page views. Tuberculosis was also predicted in China and Thailand, along with Dengue fever in Brazil and Thailand. SACRAMENTO >> With each passing year, California taxpayers are increasingly liable for billions of dollars more to cover retirement benefits for police, firefighters, teachers and other public employees, according to a massive amount of pension data recently released by the state Controller’s Office. A decade of financial data posted by Controller John Chiang on his open-data website, ByTheNumbers.sco.ca.gov , shows that the state’s 130 public pension systems are carrying $198 billion in unfunded liability in 2013, compared with $6.3 billion of unfunded liability in 2003. The systems run by the state, cities and other government agencies range from the nation’s largest public pension system, the California Public Employees’ Retirement System (CalPERS) with $281.

This Alberta Official Statistic describes the monthly Income Support caseload in Alberta, including two client groups: those expected to work and those who have barriers to full employment. Income Support provides financial benefits to individuals and families who do not have the resources to meet their basic needs, like food, clothing and shelter. The caseload is defined as the number of households categorized as Expected to Work (ETW) or Barriers to Full Employment (BFE) during a specific reporting period. Most commonly, this is reported as the average volume for a specific period of time (e.g. annually). The composition of the caseload is made up of single individuals, lone-parent families, couples with children and couples without children.

Every week, I tally the numbers and listen to the buzz to bring you the best of last week’s open source news and stories on Opensource.com, this week: November 10 – 14, 2014. Creator Peter Karich tells us about his route and trip planning software, Graphhopper. The code is licensed under Apache 2.0, and you can take a look under the hood on GitHub. The team at Graphhopper is on a mission to provide a world-wide instance for car routing, biking, and walking called GraphHopper Maps. For the more techy of you out there, follow Peter’s instructions in the article to host it on your own servers to avoid network latency. And, as typical of open source software, GraphHopper gives a shout-out to two giants whose rich open data this new project has build on: OpenStreetMap and NASA.

Mayor de Blasio’s administration has pledged to reduce traffic fatalities and injuries involving cars, bikes and pedestrians throughout the city via Vision Zero, a plan that seeks to eliminate all traffic deaths by 2024. There have still been over 200 people killed in these incidents so far in 2014. Today, the city unveiled its latest Vision Zero initiative: the Vision Zero View, a comprehensive map for the public to track all these traffic deaths and injuries. You can access it here.
