This is a Special Edition of our weekly open source news roundup, as we look back at the top news stories in 2014! I looked most closely at news in the areas of business, government, and education. There has also been some remarkable news where you would not expect, on how open source is helping to make a difference and the world a better place. In 2014, we have seen continued growth for both use and adoption of open source software in the enterprise software market. Cloud takes a big part of that obviously, with project likes Docker and OpenStack who have been in the news frequently. But growth wasn’t limited to increased use and adoption. We also noticed a lot of big names open sourcing their own solutions.

Nottingham City Council has taken down a website that publishes responses to all its Freedom of Information requests. The authority said the log would be replaced within six months and “will focus on publishing requests which we feel are of wider public interest”. Freedom of Information requests allow people to ask councils and other public bodies for data. Nottinghamshire County Council, Nottinghamshire Police and the East Midlands Ambulance Service publish all their FOI responses, but some districts and borough councils do not. Acting Corporate Director of Resources, Glen O’Connell, said: “We are committed to openness and transparency through publishing Council data and have voluntarily signed up to the LGA Open Data Incentive Scheme.

Many state governments in the U.S. collect and report local government data. These data compilation efforts are often many decades old and deeply rooted in the hardcopy delivery methods that prevailed before the digital age. Recently, the California State Controller’s Office (SCO) has started to replace its traditional reports with big, open, machine-readable and visualizable data sets. In California, state reporting on local government can be traced all the way back to a 1911 law that required cities to file financial reports with the state controller. Each year, the controller’s office compiled this data into a book. The first edition of the “Cities Annual Report” was recently digitized by Google and can be found here.

The release of environmental data in England is leading to greater innovation in data use and competition in data markets, according to the chair of a new environmental data advisory body. Last week, Cabinet Office Minister Francis Maude announced UK flood data would be made freely available by the Environment Agency for the first time, a move brought forward from next April with Cabinet Office funding. In all, the agency holds about 1,700 datasets on everything from flood risk to the environmental impact of business; waste processing; water quality; and the numbers of otters and salmon in England.

Government email delivery company GovDelivery has acquired NuCivic, a civic startup that provides open source cloud services. Terms of the acquisition were not disclosed. GovDelivery said in a statement that it plans to use the acquisition to expand its services to government. NuCivic’s product offering is powered by Drupal’s open source content management system. NuCivic will maintain its brand and leadership moving forward as part of GovDelivery. The NuCivic team will continue to grow working under the leadership of NuCivic’s co-founders, Andrew Hoppin and Sheldon Rampton. “Joining forces allows us to support the tidal wave of demand in government for open source applications ” Andrew Hoppin, CEO and co-founder of NuCivic, said.

The U.S. Senate will begin making bills and other legislative information available for bulk XML download, following on efforts made by the House of Representatives in 2013. The Senate will include all summary and bill information from the 113th Congress, which just gaveled out, and legislation from the upcoming 114th This is a very big deal for watchdog groups and private firms that use legislative data to make products for tracking Congress. Before the Senate decision was announced Dec. 18 at a meeting of the Legislative Branch Bulk Data Task Force, users of Senate data had to scrape information from multiple sources. That can be expensive and yield inaccurate data, said Hudson Hollister, executive director of the Data Transparency Coalition and a former Capitol Hill staffer.

Should Local Governments embrace the Open Data movement, or are the risks too great? That was one of many topics asked and answered this week in Long Beach at the latest California Forward and Code for America co-sponsored Regional Data Forums. “We shouldn’t be afraid of financial and other data being out there,” said Long Beach Mayor Robert Garcia. “It allows for public-private innovation and cooperation and actually improves government.” Mayor Garcia wants Long Beach to be synonymous with technology and openness in the coming years. Being one of 12 cities globally selected for a Bloomberg Philanthropies grant to help spur local innovation will certainly help that cause.
