The Philippines has published government contracts in the mining, oil and gas industries on its open data portal, data.gov.ph. These industries account for US$1.2 billion (PHP 52 billion) of government revenue, the Open Data Taskforce said. The government is committed to meeting international standards of transparency in revenue from extractive industries, it added. The government has uploaded 40 contracts so far, along with supporting documents. The government also plans to provide simple explanations so that more people can understand the documents, since they “impact the lives of many Filipinos and govern billions of pesos in revenue for the country”, the web site said.

JACKSON, MI – Nearly one year into work providing information to the public on the city of Jackson’s website generally reserved for Freedom of Information Act requests and the project has stalled. City Manager Patrick Burtch said administrators hoped to get the city’s “open data portal” up and running by the end of this week, but now it will likely be launched by the end of the month. “We’re kind of struggling to keep our heads above water after the holidays,” Burtch said. “We were going to meet with city employees this week to train them on policies and procedures but pushed it back to next.” Burtch said the first couple of sets of data will go up shortly after city staff is briefed on the new open data policy. City Council approved the new policy in May.

With the latest Open Data release, Toronto City Planning hopes app developers will find creative uses to model the city in 3D. This newly released data is called 3D massing, and includes the specifications for every building in the city, and the context of its location. The data, which the City uses to create 3D maps for testing new building plans, opens up interesting possibilities. It can be used to create a digital model of Toronto, developers’ proposals can be put into a physical context to see how they would look on the street, and neighbours can see what kind of shadow a proposed development would cast. There’s no end to the ways that 3D massing data can be presented, says Carolyn Humphreys, Program Manager of Graphics and Visualization for City Planning’s Urban Design group.

The Missouri state Medicaid agency MO HealthNet covers some 880,000 people. How sick are they? How much does it cost to treat them? Until recently, no one really knew. As in many states, Missouri health information has resided in silos. Emergency room visits didn’t get reported to home-care providers; primary-care doctors didn’t necessarily share word of chronic conditions with other practitioners. All that is changing, as the Missouri Department of Health and Senior Services has begun a data-sharing project with the state’s departments of Mental Health and Social Services. Under the new Health Homes initiative, “we are finding data wherever we can find it and then figuring out how to plug it in,” said Joe Parks, director of MO HealthNet. Missouri is not alone.

SALT LAKE CITY — In an effort to be more transparent, the state government recently unveiled a new online catalog. Users can now visit opendata.Utah.Gov to view data provided by every agency in the state, and the website is the product of a bill passed by the Utah Legislature last year. Users can view everything to crimes that were committed in an area to the location of traffic accidents at any intersection. Users can also compare the grade’s Utah schools received, and they can view how much money a state agency is allocated and what they spend those funds on. David Fletcher, the chief technology officer for the Utah Office of Technology Services, spoke about the utility of the website. “Open data is a big issue, and data has a lot of value,” he said.

House Democrats rallied Wednesday to block legislation that would have dealt a substantial blow to open data efforts at the Securities and Exchange Commission by eliminating the requirement that companies submit standard financial reports using a structured, searchable open data format. The provision, introduced by Rep. Robert Hurt, R-Va., was part of the Promoting Job Creation and Reducing Small Business Burdens Act (H.R. 37). The bill needed two-thirds of the House to pass, but Democrats managed to garner enough support to defeat the measure by a vote of 276-146. But the bill’s defeat tells only part of the story.

DCLG is to release around 723,000 records made up of data from Display Energy Certificates (DECs) belonging to non-domestic buildings, and non-domestic Energy Performance Certificates (EPCs), by the end of this month. The data will be published in response to a request for information under the 2004 Environmental Information Regulations (EIR), according to a letter sent to the holders of these certificates this week. Records will be published at address level, meaning that anybody would be able to search for data on a particular property as long as they knew the address. Energy and environmental law expert Linda Fletcher of Pinsent Masons, the law firm behind Out-Law.
