2015 should be the year for open data in California. A new crop of state lawmakers and constitutional officers, combined with activity underway in state and local governments, are pushing California closer to a “tipping point” where the demand and use of data can truly transform the public sector. Other states – including New York, Texas, Maryland, and Utah – have all jumped on the Open Data bandwagon. In 2014, California cities, including LA and San Diego showed their commitment by hiring chief data officers. At the state level, the California Health and Human Services Agency is -growing its open data offerings, adding departments and data sets to its portal that started last year with public health data. The data-rich portal is essentially a pilot for the rest of state government.

Alex Fischer and Marc A. Levy have been supporting initiatives in Haiti since 2008 and were in Port-au-Prince during the 2010 Earthquake. Within three months of the 2010 earthquake in Haiti, the initial shock and sadness of the tragedy had been replaced by an enormous ambition: Haiti would build back better. Sadly, on the occasion of the fifth anniversary of the earthquake, the political crisis embroiling the country threatens what progress has been made. Yet there have been remarkable innovations and some progress. These need to be kept alive so that once the current political crisis passes, development can resume. Among the most encouraging innovations to follow the Haiti disaster has been the ability to map, assess, and monitor investment and progress in an open data framework.

Future Cities Catapult is looking for partners to help visualise 130 data sets from 45,000 urban sensing devices, using a large dome as a platform. Our partner is currently developing a unique 3D digital projection system, which will be used to visualise city data for both public and business audiences. We are looking for a company that will work with us to explore the challenges of using a dome as a data visualisation platform. This project is a fast paced design exploration, delivered at the end of March. We expect the successful candidate to research and develop animated content, visualising urban data that makes the most of the platform. These visualisations will make use of existing open data and could also consider other data sets.

Albuquerque, New Mexico, is taking a proactive approach to open data — and it’s paying off. City officials are ramping up their outreach to universities, newsrooms and anyone who has an opinion about what government data to release to inform and empower residents. Those insights have led to the release of more than 50 data sets to the public, including information on the pollen count, movie locations, government salaries and more. Albuquerque gets that open data doesn’t mean dumping data onto a government website and expecting the public to figure out what everything means. “This comes down to changing the dialogue,” Mark Leech, the city’s application services group manager, told StateTech.

Andrzejewski (pictured), founder of OpenTheBooks.com, has built the largest private database of government spending at all levels, giving activists a critical tool to hold officials accountable. The conference takes place January 17-19 in Myrtle Beach, South Carolina. After losing a close Republican primary for Illinois Governor in 2010, Andrzejewski launched two non-profits, For the Good of Illinois and Open The Books. The latter organization hosts a searchable database with over 1.5 billion records, detailing government spending at the federal, state, and local levels.

For our previous open datasets of the week, FutureGov has selected data released on national government portals. But we don’t want to ignore the wealth of data available from state and city governments. This week’s open dataset comes from Melbourne in Australia. The city has released data from its parking sensors across the central business district dating back to 2009. It is comprehensive, accurate and enormously useful. Want to know which areas of the city are most parked in? The dataset can allow developers to do that. Want to track the changes in parking violations, to see if the government has successfully cracked down on illegal parking over time? The dataset can do that too.
