The House Jan. 14 approved a bill that includes a provision exempting some companies using an open data format  to report their financial statements to the Securities and Exchange Commission. The measure called “The Promoting Job Creation and Reducing Small Business Burdens Act” (H.R. 37) passed 271-154 and now goes to the Senate for its consideration. The bill mainly deals with changes to the Dodd-Frank Wall Street Reform and Consumer Protection Act. Last week, the House tried to fast track the bill, but was defeated when it failed to get the two-thirds majority needed. (The House also passed the bill last September in the last Congress.

The Institute of Medicine, part of the National Academy of Sciences, is urging sponsors — both private and governmental — of clinical trials to share detailed data from such trials with outside researchers. Such a policy would create a culture where the sharing of data is the expected norm, and would lead to accountable strategies aimed at maximizing the benefits of such trials while minimizing the risks, a report from the IOM says. As part of efforts to widen access, clinical trial sponsors should develop specific processes for sharing data, such as allowing access via third-party websites, and adopting IOM-recommended time tables for the release of both summary results and complete data results in a timely fashion following the end of the trials, the IOM is recommending.

Households and businesses in Doncaster have been given access to a powerful new tool to help them check for flood risks to their home. Data from the Environment Agency has been combined with mapping and postcode details to allow speedy and easy to understand use of flood area information which, for the first time, has been made available as ‘open’ data. The website CheckMyFloodRisk.co.uk allows users to precisely pinpoint their distance from known risks of flooding from rivers and the sea. Overlaid on an interactive map, users can input a post code or address and see its proximity to flood risks – with greater pinpoint accuracy possible by dragging the ‘pin’ over any property or location – the risk and distance to the nearest flood zone is then automatically displayed.

With little fanfare, the start of the new year brought with it the launch of OpenData.Utah.Gov, a fairly unremarkable sounding government website that in fact is doing something astounding—digging a bonanza of public records from old government hardrives and dusty filing cabinets and putting it all online, accessible with the click of a button.If a smorgabsord of public records doesn’t make your pulse quicken and your eyes dilate, that probably just means you’re not a spreadsheet-loving, big-data journalism nerd. Plenty of folks, however—from citizen journalists and traditional media to advocates, researchers and students—will likely soon have a field day with the easy accessibility of the information.The big data in question is so big it’s not even easy to quanitfy how much is out there.

Financial transparency has become a rallying cry as states and localities open their finances and allow for public access in the name of government accountability.  Here are four ways state and local governments are fostering greater trust with the citizenry and easing budget analyses for governments and businesses. The city of Miami recently announced a platform that gives residents access to financial records.  Working with OpenGov, Miami will convert financial spreadsheets containing budget data into easy-to-read charts and graphs.  The new website hosted by OpenGov will be updated with the most current municipal information as well as with budgets as far back as 2011.

During his State of the City speech, Mayor Kevin Faulconer outlined his priorities to define San Diego’s global identity. This week, City Council members will release budget memos that typically go unnoticed, triggering an important citywide discussion. The city of San Diego’s last budget totaled $3 billion. The next one will be more. To make the most of taxpayers’ hard-earned dollars, the city’s hustle starts now to get moving on a few major changes. San Diego needs a big emphasis on street repairs and other infrastructure improvements. So an early priority should be securing funding for the city’s maintenance needs, as well as investing in new projects like safe sidewalks, prioritized where they’re needed most.

Socrata and Yelp have partnered to provide restaurant inspection data in an effort to improve public health. Under the terms of the agreement, Yelp will become a new member of the Open Data Network to work with Socrata’s other partners on providing the data. This isn’t the first time Yelp has partnered to provide this type of information. Last year, CivSource reported on the company’s partnership with the city of San Francisco to release similar information. Government customers of Socrata’s Open Data Portal solution will now also receive free tools and guidance on how to connect their restaurant inspection data to Yelp. Extracting restaurant inspections data from government databases is not always easy.

And we’ve been here to cover it. Technical.ly Baltimore alum Andrew Zaleski recently filed an in-depth profile of Headd for Next City. It lays out how Headd went from civic hacker to open gov superstar, offering perspective on why he left what has become one of the best-known municipal innovation movements in recent history. After 18 months within City Hall, Headd’s aggressive style left him frustrated enough to leave it behind.

On Thursday, PricewaterhouseCoopers announced that Google is part of its team bidding on the Department of Defense’s electronic health record modernization contract, Modern Healthcare reports (Tahir, Modern Healthcare, 1/15). In February 2013, DOD and Department of Veterans Affairs officials announced plans to halt a joint integrated EHR, or iEHR system, and instead focus on making their current EHR systems more interoperable. In August 2014, DOD issued a final solicitation for bids for the $11 billion Defense Healthcare Management Systems Modernization contract, with Oct. 31, 2014, as the final date to submit proposals. A team of DOD civilians, military personnel and subject matter and procurement experts are evaluating the proposals.
