The Open Data Institute and Nesta (the UK’s innovation foundation) have been working in partnership since March 2012 to deliver a series of Challenge Prizes. These Open Data Challenges are designed to encourage, enable, incentivise and support individuals and teams to use open data for social good. Participants in each challenge are supported through a carefully designed process to create new products and services that answer specific social challenges (framed as a challenge question) whilst focusing on user needs and using open data. Ultimately one team, and one product or service in each challenge, will win a cash prize of up to £50,000.

The US Institute of Medicine (IoM) has pitched into the ongoing debate about clinical data transparency with a report saying the current system “fails to provide an adequate return on the investments of trial participants, investigators, and sponsors”. The IoM is concerned that so much clinical data is collected – through the altruistic volunteering of patients – but often lies dormant, never being published or made available to other researchers, which it says is holding back new ideas for research. Its report suggests widespread sharing of data should be an integral part of carrying out a clinical trial, and calls for dissemination plans to be included as part of the registration of a study and overseen by an independent panel of experts.

The US Institute of Medicine has come out strongly in favour of sharing clinical trial results and says funding should be withheld from studies which do not make data public. Releasing trial information is “in the public interest” and “maximizes the contributions made by clinical trial participants to scientific knowledge that benefits future patients and society as a whole,” the Institute said in a report published this week. Full transparency would allow secondary investigators to carry out further analyses and generate new research, it said. “In several highly publicized cases, independent investigators who have reanalysed the data underlying published results of clinical trials have challenged the published results as invalid or incomplete.

(OLYMPIA, WA.) – A new online tool allows truck drivers in Washington State to more easily research bridge heights – and potential conflicts – before they hit the road. The Washington State Department of Transportation (WSDOT) was already updating its bridge clearance information at the time of the May 2013 Skagit River Bridge collapse. The bridge collapsed when an oversize commercial truck struck and damaged the upper bridge supports causing a section of Interstate 5 and two vehicles to fall in the river. The newly collected bridge data became a springboard to develop the state route bridge vertical clearance trip planner as part of WSDOT’s overall response to the collapse. “This innovation offers truckers a new tool to find the safest route for their trip,” said Gov. Jay Inslee.

In this week’s edition of our open source news roundup, we take a look at Arduinos in Antarctica, a new open source project to stop human trafficking, a standard for the Internet of Things, and more! A few months ago, I covered news on how the Raspberry Pi has been used in the African wilderness to measure the heartbeat of the delta there. This time, I found an interesting Arduino project, based in the most southern location of Antarctica! An Italian physicist, Giovanni Bianchini, is a researcher at the Concordia Station, and he is working on a cooling system for optical instrumentation with the Arduino. Researchers in Antarctica must have their equipment set up in highly-insulated and compact shelters, and so they are presented with the problem of overheating.

Officially launched on the 14th January 2015, Open Addresses UK Ltd is an independent company aiming to provide a free, and up to date national address list with its website live at openaddressesuk.org.  The company has been set up following the award of a grant from the Cabinet Office’s Release of Data Fund.

A meeting between government officials, including Vice Premier Simon Chang (張善政), and non-governmental open data community groups campaigning for greater government transparency was held yesterday in response to Premier Mao Chi-kuo’s (毛治國) promise last month of better communications with online communities. The meeting was streamed live online with live comments and included representatives from at least 13 non-governmental organizations, such as the Open Data League. Chang, who was also a former minister of Science and Technology, said the project to promote open data has been under way for at least three years since it was passed in a Cabinet meeting, adding that the premier’s instructions that he take charge of the project shows Mao has prioritized the issue.

2020 Vision painted a vivid picture of what the external environment might look like at the end of the current decade. Four big themes emerged: of constant and rapid change in technology; of increasing expectations from information users and more diverse sources of provision; of a more collaborative, less linear approach to learning and scholarly communications; and of a world in which knowledge institutions will need to reinvent and reposition themselves to create efficiency and demonstrate their value. Five years on, all these trends continue: the pace of technology change has not let up; the expectations of digital service quality among researchers and information users have continued to grow; collaborative research models are becoming increasingly common.
