These are exciting times; an open data revolution. What that means — and why any non-technical person should care — becomes an excellent question.   What is Open Data? Open data is the sharing of public data sets to create new values. Governments are literally awash in data, the result of automation efforts by government agencies at all levels over the past 20 years. These agencies are the keepers of public trust, but we are essentially the owners of this data resource. Everything from building data, bus schedules and 911 response times are stored in databases, many of which have only been previously accessible via slow, manual open records request procedures that are often cumbersome, labor-intensive and very expensive to fulfill.

Can you think of a problem in Birmingham that could be solved with technology? We want to hear from you, the residents of Birmingham, about what problems you want to see fixed by a group of programmers, developers, and community activists. AL.com is partnering with Auburn University, the UAB Sustainable Smart Cities Research Center at the University of Alabama at Birmingham, Birmingham city officials, and Code for Birmingham to put on a statewide hackathon from February 20-22. The event is a joint effort to have representation in the Global Urban Datafest as well as Code Across, a Code for America initiative. We’re going to have a large group of very smart and driven people working intensely on municipal projects for two days. We want to make the most of the opportunity.

Tumbling oil prices continue to dominate the headlines. Although oil prices have started to rise earlier in the week, this issue is still of concern to many oil-exporting countries. (Source: FRED Economic Data) A recent World Bank Group feature story broke down country by country the potential regional consequences. And according to the Bank Group’s Global Economic Prospects report, the decline in oil prices will dampen growth prospects for oil-exporting countries. There are various factors that can be used to assess the impact of falling oil prices on countries. One such factor is trade. Countries exporting mostly fuel products will lose export revenue as oil prices drop. The chart below shows the top 15 countries that exported fuel in 2012.

Adel Ebeid, Philadelphia’s chief innovation officer, wants to manage IT, not build it. Under his leadership, the city has moved 30 percent of its IT footprint into the cloud over the past three years. By the end of 2016, that number is expected to reach 50 percent, Ebeid said Tuesday, at Governing’s Outlook 2015: State & Local Market Forecast, in Washington, D.C. The remaining IT assets will be provisioned in a private cloud. Government data centers should be reserved for things that absolutely must exist in-house, such as sensitive data, Ebeid explained. Everything else should be a candidate for a cloud offering. A three-year-old cloud-first strategy ensures that the city considers mature cloud offerings when procuring IT.

New Zealand at forefront of open data The 2014/15 Open Data Barometer Global Report shows that New Zealand continues to be one of the best countries in the world at allowing open access to government data, Finance Minister Bill English and Land Information Minister Louise Upston say. “New Zealand leads the East Asia-Pacific region and ranks fourth-equal with France in the world behind the UK, US and Sweden,” Mr English says. Open data is a key indicator of a country’s innovation, transparency and lack of corruption. Mr English says the Government’s Open Data Initiative, led by Land Information New Zealand, is one of a range of measures driving better use of public data, while upholding high ethical and privacy standards.

Surrey is rolling out its ambitious Open Data Catalogue, in which a wide array of information is offered through a dashboard database program accessible to the general public. Originally started by city staff as a way to expand the municipal government’s internal information technology system, the Open Data Catalogue now gives residents and business owners access to an unprecedented amount of information: economic indicators, business licences, commercial and industrial vacancy rates, population projections and availability of employment broken down into specific areas. “One of the goals is to help the public sector solve difficult problems,” said Geoff Samson, the City of Surrey’s manager of information technology.

FiscalNote, a high growth technology startup, announced $10 million of Series B funding today. The publicly traded Chinese social network Renren, who led the deal, will join early investors including Visionnaire Ventures, New Enterprise Associates, Jerry Yang/AME Cloud Ventures, Steve Case, and Mark Cuban. This news comes just two months after FiscalNote’s November 19 announcement of $7 million in Series A funding. “FiscalNote is the future of cutting-edge, open data engineering and analytics,” said Renren’s Chairman and CEO Joseph Chen. “We are excited to partner with them as they rapidly expand into new markets.” Just 18 months old, and already recognized by CNN as a top ten startup for 2014, FiscalNote is prepared for large growth in 2015.

In this Tradeshift blog, Tim McGrath discusses how there is an opportunity to standardise on open data for trade based on UBL, OASIS Universal Business Language (UBL). The recent announcement of the European Commission to allow reference to UBL for public procurement complements it’s earlier approval as a draft international Standard by ISO-IEC JTC1. Together, these moves will encourage more traction to the point where UBL will become the open data standard for trade, says Tim Mc Grath. He compares it with international freight: “Imagine if international freight did not use open standards: no international trade law, no common terminal (road, rail, port) facilities, no common road dimensions or rail gauges.
