You really can’t fault startups for talking up the commercial value of Big Data. After all, there is a lot at stake on the validity of this technology trend. Billions in venture funding and possible future IPOs ride on whether Big Data can live up to the hype of its boosters. The big problem with Big Data is one of definition. Is it simply sifting through data generated by one enterprise or a pool of different enterprises? What about data ownership issues? Besides legacy and enterprise uses is there a consumer add-on or feed-in? Depending on how you answer these questions (among many other Big Data-related concerns), Big Data can either be the greatest thing since sliced bread or it might be the Hollow Man of tech trends.

At first glance, this year’s Data Protection Day on 28 January was a bit of a triumph. Not only was it widely mentioned across online and offline media, but the EC also chose Data Protection Day to announce that its plans for an EU-wide General Data Protection Regulation (GDPR) would come to fruition later this year. The Honourable Tony Clement, president of the Treasury Board of Canada, and Ray Sharma of XMG Studios Inc. are touring the country to promote CODE: the Canadian Open Data Experience, with the aim of spreading the word about how Canada’s Federal Open Data aims to spur innovation and benefit Canadians. Last Friday, they visited Dalhousie — an obvious destination given that the university is quickly becoming a big player in the data field as the event’s MC, Richard Florizone, Dal president and emcee of the evening, was quick to point out.

Federal agencies still have work to do more than two years after the White House issued its mobile-focused Digital Government Strategy, according to a December report from the Government Accountability Office. All 24 agencies required to comply with the strategy have made efforts to improve their digital services for those who use mobile devices, but so far much of it has been in planning rather than execution. “Strategy is always a challenge when you’re dealing with digital technology,” said Jacob Parcell, manager of mobile programs within General Services Administration’s Office of Citizen Services and Innovative Technologies.

The turf war between Uber drivers and taxi cab drivers is heating up in Boston, with Uber gaining broader support from local regulators. The outcome of transportation negotiations in Boston could serve as a model for other municipalities dealing with these issues and could have somewhat damaging implications for transparency. As CivSource reported in January, Uber recently launched an effort to provide ride and transportation data to cities as part of its charm tour for regulators. Boston was the first city to voluntarily get data, but according to a recent public records request from the Boston Herald, the city agreed to keep the data secret despite existing open data and open records policies.

There are few things more frustrating than rushing to the bus, only to find out that it’s delayed indefinitely. Or arriving at the subway stop to find hundreds of others waiting for the same delayed train, making your chances of entry onto the next car nearly impossible. In cities with open data, localized transit apps with real-time transit updates can alleviate the problem, but those apps aren’t available everywhere—and in most cases, they don’t offer up information about service alerts, like bus stops relocated due to construction. Moovit, an Israeli startup that recently raised $50 million for its app, which takes a lot of the headache out of navigating public transportation.

When California Forward (CA Fwd) conceived of the Open Data Roadshow, the need to bring tools and knowledge to all California communities was a driving principle of the program. Anthem Hack Renews Calls For Laws To Better Prevent Breaches The call for more systemic changes to prevent mega-hacks is getting louder after hackers hit Anthem, the nation’s second-largest health insurer. The company says cyberthieves gained access to the addresses, employment information and Social Security numbers of 80 million customers and employees. Eighty million individuals is a lot — it’s roughly the populations of California, Texas and Illinois combined. “It’s large in health care. It’s probably the largest health care breach that we’ve seen, and maybe that the government has seen,” says Katherine Keefe, who leads global cybersecurity response for Beazley, which insures businesses against data breaches.
