The European Commission (EC) has contracted Capgemini to build an €8 million Big Data portal across Europe, pulling in public datasets from 39 countries. The body aims to make the Open Data Portal its core platform through which all European public data will be available to any citizen with internet access. Capgemini will head up a consortium of organisations and subcontractors, including the Open Data Institute and the University of Southampton, to develop, launch and operate the portal. The three-year contract will also see the consortium ensure governments publish and supply open datasets to the project, while subcontractors will be tasked with creating products and services based on the data.

Silver Spring Networks is exhibiting its SilverLink Sensor Network at DistribuTECH. The solution enables utilities to draw on smart grid big data for innovative new services including customer engagement, load disaggregation, real-time voltage management, and network management. According to Silver Spring, “The SilverLink Sensor Network unlocks and accelerates data from any sensor network to fuel any application at up to 10x the speed and 1/10th the cost of traditional utility IT infrastructure.” Don Reeves, Silver Spring Networks executive vice president of engineering and managed services, explains, “SilverLink was developed to help utilities maximize the value from their smart grid programs, through an open data platform that supports innovative apps from third-party developers.

In possibly the most Canadian use of big data ever, a Toronto web developer is trying to unlock the statistical secrets of Tim Hortons’ Roll Up the Rim to Win contest. Kent English is the man behind rollupthestats.com. The site lets users input their Roll Up the Rim results, with the goal of discovering which cup size is most likely to cough up a free donut or new car. “I hope we can get people from across the country contributing their own results so we can build a dataset and see what patterns emerge from it,” English said. At press time, large cups were leading the pack, fitting the popular theory the coffee chain puts more prizes in larger sizes. “You always wonder if you’d have gotten a large, would you have had a better chance of winning,” English said.

As the country celebrates February as Black Heritage Month, City Controller Ron Galperin has released an infographic showing the status of African American city employees. The graphic, which pulls from controller payroll data and self-reported information on race and ethnicity, states that blacks represent 17.5 percent of the city’s 44,103 employees, 16.6 percent of the 18 elected officials, 11.8 percent of police officers, 11.4 percent of firefighters and 13.7 percent of controller’s office employees. Blacks also account for six of the city’s 36 department heads and 46 of the city’s 317 commissioners. These city employees and commissioners serve a city that is 9.4 percent black.

Even before the White House issued OMB Mandate M-13-13 requiring open and machine-readable government data, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) was making information available to the public. Starting in early 2013, ATF, in partnership with Socrata, launched an API to make aggregated trace data on firearms available via ATF.gov. This release meant ATF was the first agency inside the Department of Justice (DOJ) to join the open data movement, leading the way for broader DOJ participation. That release has been so successful that ATF is now deploying a full open data portal.

New York Stock Exchange-listed Chinese social networking firm Renren Inc. has led a US$10 million series B financing in Washington, D.C.-based big data legislation forecast start-up FiscalNote, Inc., according to a company announcement. Existing investors Visionnaire Ventures, New Enterprise Associates, Yahoo co-founder Jerry Yang’s AME Cloud Ventures, former CEO of America Online Steve Case, and billionaire entrepreneur Mark Cuban also participated in the round. “FiscalNote is the future of cutting-edge, open data engineering and analytics,” says Renren’s chairman and CEO, Joseph Chen, “We are excited to partner with them as they rapidly expand into new markets.

Just before Christmas I wrote a post questioning whether or not the UK had a strategy for the Government Digital Service’s much touted idea of ‘government-as-a-platform’. In it, I stated that I liked the idea of the public sector building common platforms with open source tools and flexible APIs, which could be reused and built upon across government – but I also said that I didn’t understand when or how we were going to get there. And following Sprint15 this week, which is Whitehall’s annual event to discuss all things digital, I now realise that I was a bit naïve in my writing. What was clear from this year’s event is that government-as-a-platform is at the top of everyone’s agenda.

After more than a decade, the City of Saskatoon website has received a $1.3 million facelift. Since last summer, the city has consulted about 7,000 people about what they want to see on the website, project manager Rob Gilhuly said. The new site – which Gilhuly said has fewer pages, less “redundant, outdated and trivial information,” and works better on mobile devices – went live on Tuesday. The city’s last website makeover was more than 10 years ago. The next step is to update the city’s online open data portal. “What we plan to do is get a lot more input from community people who are interested in open data to find out what kind of data do they really want and how do they make good use of it,” Gilhuly said.
