Expansion of FoI to cover outsourcing remains under “review” Minister of state for justice pledges to have all public service delivery contracts subject to FoI law; however no formal coalition agreement has been reached as yet The Ministry of Justice (MoJ) said plans to expand how the Freedom of Information (FoI) Act applies to outsourced public services are being kept “under review” following pledges by a senior minister to try and open up information on all taxpayer-funded contracts. A spokesperson for the MoJ said the ministry “recognised the case for extending the [FoI] Act further, especially to more bodies performing public functions”. However, no timeline has been made available for when these extensions may happen.

As some original Apache Hadoop projects mature and graduate to commercial stewardship for further refinement, the open source Apache Software Foundation (ASF) and private companies are continually incubating and launching new open source projects to fill in the gaps in Big Data analytics. The ASF yesterday announced a new version of a Big Data warehousing solution providing increased “SQL-on-Hadoop” functionality: Apache Tajo. “Apache Tajo is used for low-latency and scalable ad hoc queries, online aggregation and extract-transform-load process (ETL) on large data sets stored on the Hadoop Distributed File System (HDFS) and other data sources,” the ASF said.

On their own, the tech industry’s much-talked about “diversity numbers” don’t say everything about diversity in the industry, but they can indicate, for instance, in which cities women may be more likely to raise money (New York and San Francisco—more on that below). They can also offer insight into a phenomenon that’s mostly invisible. If you want to manage a problem, goes the engineer’s maxim, you have to measure it. But there’s one problem with that: Many of the diversity numbers are murky. Consider the stats offered by media blogger Rachel Sklar, in a recent post about men’s perception of women in Silicon Valley. She compared a statistic from Newsweek’s latest women-in-tech cover story to one she read in Forbes: Or let’s actually start counting it.

For the first time today, members of the public who attended a debate in Parliament were permitted, and indeed encouraged, to keep their phones and use social media. Sadly it wasn’t in the House of Commons, where you still have to hand in your phones and tablets before you go into the public gallery, but appropriately it was in a Westminster Hall debate on Digital Democracy (#digitaldemocracy). It’s not clear to me how many of the tweets were directly from the admittedly small public gallery, and how many from people watching it on ParliamentLive TV, but it was an encouraging start. Back in January I wrote about the report of the Speaker’s Commission on Digital Democracy. Meg Hillier MP, one of the Commissioners, had secured a backbench business debate in Westminster Hall this morning.

A new data center startup company has designed technology that more easily creates data centers at the edge of the network, including colocation points and central offices but also strip malls and oil rigs.
