Controller Ron Galperin unveiled an online portal today detailing payroll, vendor payments and other financial data about the Department of Water and Power. The “DWP Utility Panel” website includes information on payments made for everything from uniforms to the services of PricewaterhouseCoopers, the firm involved in the problem-filled rollout in September 2013 of the utility’s new billing and customer service system, Galperin said. The website, at https://controllerdata.lacity.org/dwp/, also provides payroll information, including costs tied to regular pay, fringe benefits, overtime and other types of payments made as part of labor agreements. The data on the website covers a preiod from July 1, 2011 to Dec.

At the Open Compute Project Summit this week, startup Vapor announced a new open-source specification designed to help manage data center environments. The new technology is the Open DCRE (Data Center Runtime Environment) which is an open source platform for data center workload automation. Open DCRE can be used to monitor environmental characteristics and power usage in a data center. On top of Open DCRE is the Vapor Core (Core Operating Runtime Environment) that can be used to drive Big Data analytics information about data center operations. Cole Crawford, CEO of Vapor told Datamation that a key goal of Open DCRE and CORE is to help truly enable Software Defined Data Centers.

GUELPH— Have you ever seen a garbage overflowing at a city bus stop, or a bench covered in graffiti and wanted to notify city officials? Well, now there’s an app for that. The Adopt-a-Bus Stop app by Midnight Illusions Ltd. was named the big winner in this year’s Open Guelph Hackathon. The annual city-run contest, now into its second year, allows teams to develop an online application to enhance city services. This year’s Hackathon was held online between Feb. 23 and March 1. A total of nine teams submitted apps for the contest, staying within the confines of this year’s four themes: the city’s solid waste collection schedule, a solid waste sorting tool, Guelph Transit adopt a bus stop and managing Guelph Transit bus stop amenities.

The Commerce Department has chosen its first ever chief data officer, Navy veteran Ian Kalin. Commerce Secretary Penny Pritzker announced the hiring on March 13, at the South by Southwest conference in Austin, Texas. “I have accepted an offer from CommerceGov to be their first-ever Chief Data Officer. Very excited to serve my country again,” Kalin tweeted. Kaln was a Presidential Innovation Fellow, leaving the White House in 2013 to become director of open data at Socrata.

Next week marks this year’s Sunshine Week and California Forward (CA Fwd) will participate in the open data events going on around the country by hosting the 2015 Summit on Data on March 18 in Sacramento. Taking the stage next Wednesday, the City of Los Angeles’ Chief Data Officer Abhi Nemani will take part in a conversation about the future of open data in California, along with Sherri Greenberg, professor at the University of Texas at Austin, and Emily Shaw, the national policy manager at the Sunlight Foundation. At CA Fwd’s recent Long Beach Regional Data Forum, we spoke with Nemani about growing a region’s civic tech scene so it can more effectively benefit local governments and the residents they serve.

Philippine Long Distance Telephone Co. joined a global consortium of technology giants aiming to standardize and accelerate the delivery of so-called Big Data across markets. In a statement, PLDT said it had joined the Open Data Platform, which has 15 member-companies including GE, Hortonworks, IBM, Infosys, Pivotal, SAS, Altiscale, Capgemini, CenturyLink, EMC, Teradata, Splunk, Verizon Enterprise Solutions, and VMware. “The PLDT Group brings the Asean region perspective to our global initiative and will provide a wealth of understanding around Big Data,” the ODP Founding Members group was quoted in the statement as saying. The PLDT Group’s Big Data service lines include platforms-as-a-service, data warehousing-as-a-service, and insights-as-a-service.

Like many local governments, Florida’s Miami-Dade County relies on open data to help its citizens. Mike Hernandez, director of communications for Miami-Dade County, hopes to make the data easily accessible, and not just for those who submit public records requests. “We need to educate our public, and we need to not only explain to them that the data is available, but why it’s there, why it’s available,” Hernandez said, citing examples such as traffic data. “There’s so many different ways to ensure that our citizens have the information they need and open data is the way to go.
