Today marks the start of Sunshine Week, the annual exercise in chasing away the shadows of government secrecy. It’s observed by citizens examining public records, showing up at public meetings and calling out bureaucrats who thwart the public’s right to know what they’re up to. This column often features examples of the latter. Yet it’s also important to recognize those in government who take the initiative to open their data to the public, knowing that we the people can actually help them do their jobs better. Last year, commissioners in six metro counties did something remarkable. They made their land records free and available online, after years of selling that data.

Chief Minister Siddaramaiah may not carry a tech-savvy image, but the 10th budget he presented on Friday is peppered with tech-based projects. Spread across sectors from agriculture and revenue to education and culture, they number well over 30. While the budget proposes to set up digital library and decision support system for scientific watershed management under the head of agriculture, it sets aside Rs. 10 crore to fit ear-rings with unique identification (UID) to cattle to track services provided to them. There are tech-based projects in education and health sectors too. “Tele” appears to be a pet prefix for many projects, with promise of push for tele-radiology, tele-medicine and tele-education for schools in association with IIM-B.

One day in 2012, the scent of burning leaves spread across the Mordecai neighborhood just north of downtown Raleigh. It was the beginning of a minor crime wave – and an inspiration for a new civic hobby. Week after week, people would step through their front doors to find fall foliage aflame or smoldering in curbside piles. By December, they had counted a dozen likely acts of arson, usually after midnight. “It was kind of creating that natural panic. You start to worry about your own leaf pile,” said Reid Serozi, then a co-chairman on the local council. So Serozi, then a business analyst for SAS, did what came naturally. He looked for data, asking the city-county emergency communications center for public records of fire calls from his neighborhood.

LAHORE – The Open Data Initiative (ODI) launched by the Punjab Information Technology Board (PITB) will help the citizens to obtain information under the Punjab Transparency and Right to Information law. It was stated by the PITB Chairman Dr Umar Saif while talking in a meeting on Thursday. He explained that under this innovative programme, the PITB was working with government agencies to establish a functional system through which quality information could be made available to the public on a web platform in easy-to-use and interactive open formats which allow citizens to search, aggregate, compare and view data according to their need.

In this week’s edition of our open source news roundup, we take a look Apple’s open source ResearchKit, the Linux kernel community adopts a code of conflict, and more! Ars Technica was one of the many sites to cover Apple’s introduction of ResearchKit. As Apple writes in its own press release, ResearchKit is “an open source software framework designed for medical and health research, helping doctors and scientists gather data more frequently and more accurately from participants using iPhone® apps.” ResearchKit will be released as open source framework next month. It will be interesting to see under which license, and also if this framework can be ported to other platforms like Android and the recently released Ubuntu Phone.

Here’s your weekly round-up of appointments, announcements and awards happening in Baton Rouge for the week ending March 13, 2015. Forum 35’s Cultural Diversity Committee, along with Baton Rouge Area Violence Elimination (BRAVE), will host a discussion March 24 focusing on the provisions that organizations and city officials are taking to tackle violence in the community, including bridging barriers between certain neighborhoods and those protecting and serving. The discussion, titled “BR Lives Matter,” will include a panel presentation followed by small break out groups. Confirmed panelists include District Attorney Hillar More, Chief of Police Carl Dabadie, BRAVE Director Herbert “Tweety” Anny, and Director of Family Youth Service Center Roxon Welch. Berlin plays a leading role throughout Europe in the digital economy – as of today a 3D city model of the German capital is available to the public as Open Data. Until now Internet users have had the opportunity to explore the city of Berlin online by using the Business Location Center’s realistic model from Berlin Partner for Business and Technology – now they can also use the data. Regardless of whether for scientists, game developers, city planners, architects or graphic designers, the large-scale model of Berlin is available as a free download. Around 550,000 buildings covering 890 km² of city space were photographed from the air and measured in order to create the model.

Despite its somewhat unfortunate choice of name, Vapor IO came out of stealth mode this week at the Open Compute Project Summit. With a goal of extending the Open Data Center Runtime Environment with an intelligent layer, the Core Operating Runtime Environment, (Vapor CORE), that Vapor IO hopes to provide an industry standard methodology that allows data center operators to get detailed metrics on their individual workloads, allowing them to utilize a new metric they call Performance Watt per Dollar (PWD). The Vapor IO open API environment, which allows applications to provide real-time integration with the live data center, is designed to work not only with Open Compute hardware designs but also the legacy hardware prevalent in almost every data center.
