The City of Lexington on Wednesday announced the launch of Citygram and the Lexington Housing Dashboard – two new web applications designed to make information more accessible and understandable to the public.  Both web apps were developed as part of Lexington’s partnership with Code for America, a non-profit that uses technology to make government services effective and easy to use. “Both Citygram and the Housing Dashboard build on the City’s strong commitment to transparency and open data,” said Aldona Valicenti, the city’s Chief Information Officer. “Through innovative technology, we are able to more proactively communicate with citizens and solve problems.

The many Snowden revelations, which have detailed the advanced spying and mass data collection operations conducted by some of the world’s most important agencies including the NSA and the GCHQ, have revealed that various U.S. tech companies might also be involved, whether willingly or unwillingly, in some NSA programs. The implications of the leaks detailing the Prism data collection program – that says the NSA has access to personal customer data from various U.S. companies including Apple, Facebook, Skype, Microsoft and Yahoo – might be far greater than initially believed, as they could affect the U.S.-EU Safe Harbor Framework for transatlantic data transfer and connected trade deals.

A new industry survey throws some cold water on bullish forecasts that have public cloud adoption doubling by the end of 2016. Rather, the Open Data Center Alliance said it found a continuing preference among its members for internal cloud services but growing interest in hybrid clouds deployments. Enterprises seeking to keep their options open while avoiding vendor lock-in “will look to solutions that blend public and internal resources over the next few years,” the Alliance concluded in an annual survey of its members conducted late last year and released this week. The survey also found growing interest on software-defined networking as the pace of cloud deployments picks up.

Ordnance Survey has released a series of mapping tools that will allow developers and designers to plot and analyse detailed pictures of the UK using the organisation’s open datasets. OS Open Map – Local provides users with a customisable backdrop onto which they can plot, visualise and understand data. OS Open Names enables users to search for a particular location to an accuracy of within one metre. With OS Open Rivers it is possible to show the flow and location of rivers, streams, lakes and canals across the entire UK. Similarly, OS Open Roads is a connected network of all roads — classified and unclassified — in the UK. Both tools can be used for pinning and sharing information such as flood alerts or accident hotspots.

The Cabinet Office has set out plans to try and improve the accountability of outsourcing firms by including a new transparency clause in public sector contracts. In a new policy paper published this evening, the government said it would work with suppliers to craft a “mutually binding contractual clause on transparency”, and promised that all public sector contracts would in future be drawn up with “a presumption in favour of disclosing information” to the public. “The presumption in favour of disclosure should apply to the vast majority of commercial information about government contracts, with commercial confidentiality being the exception rather than the rule,” the document states.
