The government has appointed its very first chief data officer, revealing Government Digital Service (GDS) chief Mike Bracken will fill the role. Bracken, who has pioneered digital transformation in Whitehall at the reins of the GDS, will take on the CDO job in addition to his current duties. He will be tasked with developing a new Government Data Standard, championing the use of open data and promoting data as a key factor in making decisions. Cabinet Office minister Francis Maude said: “I’m delighted to announce that Mike Bracken, who has spearheaded this government’s digital revolution, will also become the government’s CDO. “He is the ideal person to take our already world-leading approach to open data even further, while strengthening data analysis skills in Whitehall.

A number of changes are being made in the National Information Infrastructure (NII) with the aim of making it a “living hub”, according to Minister for the Cabinet Office Francis Maude. The move comes with a flurry of announcements that appear to place a pre-election seal on a series of data initiatives from the department during the current parliament. They include a new role for Mike Bracken, the appointment of 16 local authorities as open data champions, and the provision of new transparency principles for government contracts. The key changes in the NII – which includes datasets held by government which have the broadest economic and social impacts – include the creation of application program interfaces (APIs) to help users obtain updates automatically and in real time.

The UK government is the most open and transparent in the world, according to a global rankings on the basis of public access to official data. Ireland and Greece at a 31 ranking are among the lowest in Europe with Hungary at 33 – the lowest of all European countries including Russia. The US and Sweden come second and third in the rankings while France and new Zealand tied for fourth place. Mali, Haiti and Myanmar, also known as Burma, are at the bottom of the table. In 1766 Sweden became the first country in the world to permit freedom of the press and Sweden has had a tradition of ombudsmen since 1809.

Mike Bracken has been named as the first ever government chief data officer (CDO) – a role that he will combine with his current job as the head of Government Digital Service (GDS). Bracken was ranked 19th in Computing’s inaugural IT Leaders 100 list, as a result of masterminding the extension of public services online. The government had poached him from Guardian News and Media back in May 2011, and made him the executive director of digital at the Cabinet Office. Cabinet Office minister Francis Maude made the announcement of Bracken’s new role at a roundtable event yesterday, which brought together 16 local and regional authorities who the government claimed are “setting the standard in open data and transparency”.

The concept of “open data,” according to Wikipedia, is that “certain data should be freely available to everyone to use and republish as they wish, without restrictions from copyright, patents or other mechanisms of control.” A data expert at The University of Alabama at Birmingham (UAB) — Scott Plutchak, director of the Lister Hill Library of the Health Sciences — will take up this provocative notion in a free, public lecture at the Edge of Chaos conference venue on campus on Thursday at 3 p.m. He will discuss the topic, “Data Wranglers: Unlocking the Promise of Open Data,” in the 10th Edge of Chaos Scholars Lecture and will offer insights into the ways that open data can enhance scientific research, according to a news release today from the venue.

On Tuesday, researchers launched an open-sourced database to let individuals share their personal biological data with researchers, Newsweek reports (Richardson, Newsweek, 3/24). The Open Humans Network, funded by the Robert Wood Johnson Foundation and the Knight Foundation, aims to foster medical innovation by democratizing health-related data that traditionally have been kept private, according to Fortune (Lorenzetti, Fortune, 3/24). GDS executive director will take dual role leading work on national data standards and government information sharing strategy Government Digital Service (GDS) executive director Mike Bracken has been appointed as the UK’s first chief data officer (CDO) in a dual role that will see him setting out national standards regarding sharing and access to information. Announcing the appointment, Cabinet Office minister Francis Maude said Bracken would be responsible for leading on efforts to champion open data, while also building Whitehall’s capabilities to use information analysis to inform decision making. “Transparency is an idea whose time has come. Open data helps sharpen accountability, support economic growth, and inform choice over public services,” he said.

Lawmakers are increasingly interested in applying the Internet of Things — the same network that lets consumers control their toasters and thermostats by smartphone — to public issues, such as unemployment and economic growth. At an Energy and Commerce subcommittee hearing Tuesday, representatives asked witnesses from technology companies about applications beyond consumer electronics, as well as Congress’ role in regulating that ecosystem of connected devices, objects and sensors. This hearing happened weeks after the first-ever congressional hearing on the topic, held last month by the Senate Commerce, Science and Transportation Committee.
