Cross posted from the Private Sector Development Blog In 2013, investment commitments to infrastructure projects with private participation declined by 24 percent from the previous year.  It should be welcome news that the first half of 2014 (H1) data – just released from the World Bank Group’s Private Participation in Infrastructure (PPI) database, covering energy, water and sanitation and transport – shows a 23 percent increase compared to the first half of 2013, with total investments reaching US$51.2 billion. A closer look shows, however, that this growth is largely due to commitments in Latin America and the Caribbean, and more specifically in Brazil. In fact, without Brazil, total private infrastructure investment falls to $21.

Sunshine Week has come a long way since its founding 10 years ago. Back then, the events of this annual, nationwide movement—where countless government-transparency champions celebrate and discuss the merits of open data—largely reflected the journalistic roots of its founders, the American Society of News Editors. But, taking a look at the usual lively mix of events, webinars, panels, and media from last week’s happenings, it’s clear Sunshine Week’s participants have evolved considerably in the last decade. No longer are tireless journalistic entities, not to mention civic groups and individual advocates, the only experts when it comes to open data innovation. Government agencies themselves, and those who lead them, are also rapidly becoming visionaries behind open data policies.

Winners tackle coding challenge and share in $40,000 in prizes TORONTO, March 26, 2015 /CNW/ – After 48 grueling hours of coding and an intense day of presentations to a panel of judges, the Canadian Open Data Experience (CODE) hackathon winners were announced at a ceremony held at The Burroughes Building in Toronto. The Grand Finale event marked the final step of the hackathon presented by XMG Studio Inc. and the Government of Canada. CODE is a hackathon that focuses on using open data to accelerate innovation and improve Canadians’ lives by connecting people to information and services. This year competing teams demonstrated this focus through apps that re-imagine useful data from open.canada.

Addis Ababa — A collaborative, regional agenda-setting workshop, Rebooting Open Data in Africa, held in Addis Ababa will today kick start a new drive to pioneer enhanced transparency and accountability in Africa with open data. Today, led by the World Wide Web Foundation, fifty African civil society organisations, open data advocates and technology pioneers will come together to take the first steps towards establishing a groundbreaking new policy and investment framework to open up government data in Africa. Following the UN’s call for a Data Revolution, this coalition of organisations will agree concrete next steps to unlock the potential of open data across the continent, which experts agree could help beat corruption, spark innovation and improve government services.

Santa Rosa has launched a new website designed to give residents greater access to data about their city government and the tools to help them make sense of it. The city’s “open data” site assembles in one place information such as public employee salaries, crime reports, and building permit activity, and allows people to view it graphically via customizable maps, charts and graphs. The initiative is part of Santa Rosa’s new focus on being more accessible and transparent to the public, a broader “open door” effort that includes the creation of a one-stop service hub and redesign of the city’s main website. “Our old website was user-surly, but this one is user-friendly for sure,” Councilwoman Julie Combs said.

The Cabinet Office recognises local and regional authorities as pioneers of open data as it names sixteen authorities as Open Data Champions. Representatives from the Open Data Champions attended a roundtable event to discuss the role of open data in creating ‘local authorities of the future’. All sixteen authorities are making data publicly available to improve transparency and create opportunities for innovation, economic and social growth and better public services. Mike Bracken has been appointed as the first ever Government Chief Data Officer, to go alongside his role as Executive Director of Digital in the Cabinet Office, and head of the Government Digital Service – the UK’s de facto Chief Digital Officer. Minister for the Cabinet Office, Francis Maude, made the announcement while lauding 16 local and regional authorities that are “setting the standard in open data and transparency” and recognising them as “Open Data Champions”. Bracken will be responsible “for developing a new Government Data Standard, championing open data, and encouraging the use of data in the decision-making process. He will lead on developing greater data analysis skills and capability across government”.

Cabinet office minister Francis Maude this week applauded the efforts of leaders from councils including, Bristol, Sunderland, Cambridgeshire and Birmingham to put data ‘back into the hands of citizens’. Among projects highlighted by the minister was Glasgow’s smartphone app, MyGlasgow, which allows citizens to report local problems and track the progress of their complaint. CllGordon Matheson, leader of Glasgow City Council, said: ‘Glasgow City Council has pledged to make all its non-personal and non-sensitive information open by default and we are encouraging other city organisations to do the same. Freeing data from silos empowers citizens, increases transparency and fosters innovation.

Two very important digital government appointments on opposite sides of the Atlantic yesterday, as the US got its first Chief Digital Officer and the UK its very own Chief Data Officer. In the US, President Barack Obama named former Google and Twitter exec Jason Goldman as the White House Chief Digital Officer, running the Office of Digital Strategy. The White House said Goldman will: In a blog posting, Goldman said that his role was about communicating better with the electorate and connecting them with government: I believe civic engagement with our government is our right and duty. And I believe online platforms can help us do this, connecting individuals to their government and in turn making government more accountable.

Spearhead of digitisation wants to improve data use in government. Mike Bracken has been appointed as the government’s chief data officer, as Whitehall seeks to continue the digitisation of the civil service. He will take up the role alongside his existing responsibilities as head of the Government Digital Service (GDS), with a mandate to encourage the use of data in government decisions. Francis Maude, minister for the Cabinet Office, said: “I’m delighted to announce that Mike Bracken who has spearheaded this government’s digital revolution will also become the government’s chief data officer. “He is the ideal person to take our already world-leading approach to open data even further, while strengthening data analysis skills in Whitehall.
