In this interview, the UK’s first CDO, Mike Bracken, says he will be looking for ways to set standards and get more useful data flowing across siloed agencies to improve governance. While GOV.UK may provide a streamlined online platform for the British people to access government services, the business cards of the man in charge of it are getting mighty busy. This week, Mike Bracken was appointed the first ever chief data officer for the United Kingdom. Bracken, who has been the UK’s executive director of digital in the Cabinet Office, and head of the Government Digital Service (GDS) since May 2011, was previously named the UK’s first chief digital officer in October 2014.

The state’s hunting and fishing app for mobile devices was selected as a top-30 finalist for the American Council for Technology – Industry Advisory Council’s Igniting Innovation Awards, the Division of Wildlife Resources announced last week. While the app includes features like maps, information on various animal species and an events calendar, it also offers something unique. “The Utah Hunting and Fishing mobile application is the first state mobile app to create a digital wallet that allows law enforcement officers to scan and verify official licenses and permits with the same equipment the Utah Division of Wildlife Resource officers are already using,” the state said in a press release.

Serial entrepreneur Jim Fowler is seeking to replicate the success he created with Jigsaw — which was eventually acquired by Salesforce.com for $142 million in 2010 — with his new venture, Owler. The new business wants to collect global company information in a user-friendly format and sell it back to enterprise customers who usually have to invest in the procurement of company data privately. “Our business has two sides,” explains Fowler. “Owler is completely free. We keep you up to date on your competitor set and can send you competitor reports with crowdsourced data and CEO ratings. Our users give us this data because we give them valuable data in return, but we also sell it at an enterprise level, which is how Jigsaw did it.

If you listen to the Today programme on BBC Radio 4, you might recently have heard Joel Edwards, a writer, broadcaster and doctoral student at St John’s, Durham, deliver his Thought for the Day. He spoke of a society in which we are increasingly obsessed with transparency, but fail to nurture a culture where there is room for restoration when things go wrong. I am a member of the Sorp Committee, which helps with drafting the Statement of Recommended Practice for charity accounting. Some have criticised both the committee and the Sorp itself for failing to embrace the reality of an increasingly transparent society in which open data rules. The Sorp’s “small first” mindset ensures that most charities are not over-burdened with mandatory disclosures that return little real benefit.

There’s an underlying thesis of the open data movement in health care: the more information collected and made available, the more likely good things will happen. Managers of public and private health data are increasingly finding value in making information that used to be difficult to come by readily accessible. “It’s one of those formerly well kept secrets that is now rapidly becoming known and appreciated all over the world,” said Daniel Stein, co-founder of Stewards of Change. The New York-based organization helped organize Open DataFest this month in Sacramento, the second annual statewide gathering of open data proponents. California HealthCare Foundation, which publishes California Healthline, funds Stewards of Change and helped organize the Sacramento event.

Code for America city Lexington, Kentucky has launched two new open government applications created with the aid of Code for America fellows. The Code for America fellows who were assigned to Lexington—Erik Schwartz, Lyzi Diamond and Livien Yin—spent several months gathering input from community stakeholders and city staff. Their mission was to develop web-based applications that improve citizen engagement with city hall and make local government more technologically responsive to the needs and expectations of the public. The applications – Citygram and The Housing Dashboard touch on two key aspects of civic life.

The National Council for Voluntary Organisations (NCVO) and the Third Sector Research Centre (TSRC) are to create a data resource that will improve the evidence base for the voluntary sector, particularly in relation to its finances and resources over the past decade. The data bank will be the culmination of three years’ worth of funding from the Economic and Social Research Council (ESRC) to collect data from a sample of 10,000 charities in England and Wales, building on the research NCVO and TSRC already carry out for the annual UK Civil Society Almanac. It will be used to estimate the resources of all charities and indicate how financially healthy charities are.

A UK firm that specializes in building modular data centers from prefabricated parts has filed a law suit against Facebook containing some serious allegations. The suit claims the social media giant has not only stolen and used BladeRoom Group Ltd’s designs to build its own data centers, but has also released them to the public as well, via its Open Compute initiative. BladeRoom says it first contacted Facebook in 2011 with an offer to use its technique to build data centers, but that a deal was never agreed. Instead, the UK firm alleges that Facebook stole its ideas and used them to build a new data center in Lulea, Sweden, before launching Open Compute and letting other companies ‘borrow’ the technique as well.

While California is widely regarded as the high-technology hub of the world, the state lacks a cohesive open data policy. Last week, a non-profit think tank in the Golden State released a report detailing why the state government should adopt an open data policy. According to the Milken Institute‘s “Open Data in California,” the state has the potential to unleash powerful economic forces if it follows the lead set by the Federal Government and 10 other states that have implemented open data policies over the past four years, including Texas, Oklahoma, New York, and Maryland. “California is hardly a pioneer on the open-data frontier,” write the report’s authors, Jason Barrett and Kevin Klowden.

The City of Lexington announced the launch of Citygram and the Lexington Housing Dashboard — two new web applications designed to make information more accessible and understandable to the public. Both web apps were developed as part of Lexington’s partnership with Code for America, a nonprofit that uses technology to make government services effective and easy to use.   “Both Citygram and the Housing Dashboard build on the city’s strong commitment to transparency and open data,” said Aldona Valicenti, the city’s Chief Information Officer. “Through innovative technology, we are able to more proactively communicate with citizens and solve problems.
