A Freedom of Information Act request from the Sunlight Foundation has turned into federal policy on agency data holdings, the foundation reported. Earlier this month, the Office of Management and Budget posted updated guidance to the Project Open Data GitHub that instructs agencies to “include all ‘non-public’ data assets in their [Public Data Listing], in addition to the ‘public’ and ‘restricted’ data assets that have long been required,” according to an announcement from the foundation. The update also requires agencies to explain their reasons for any non-public designations and redactions in the metadata. “Essentially, this reframes the PDL to be a public version of the full [enterprise data inventory],” OMB senior analyst Jamie Berryhill wrote in the GitHub posting.

Americans are generally optimistic that government initiatives to use open data can make government more accountable, but they are less confident that open data will improve government performance, according to a national survey by Pew Research Center and the John S. and James L. Knight Foundation. The survey assesses public sentiment toward government initiatives that use data to cultivate the public square, including Americans’ level of awareness of government efforts to share data and whether those efforts translate to public use of data to track government performance. Members of the MacArthur Foundation Research Network on Opening Governance participated in the design and analysis of the study.

MapR, one of the best-known providers of Hadoop, has declined to participate in the Open Data Platform — an industry standards initiative that includes EMC, Hortonworks, IBM and several other big names. But what actually drove MapR’s decision to avoid Open Data Platform involvement? MapR CEO John Schroeder offers clear answers and concerns in a blog. He alleges that the standards group is trying to solve problems that don’t need solving — especially when the Apache Software Foundation already governs Hadoop. He also points to a range of questions involving ODP dues, voting rights and funding uses.

The City of Vancouver has proposed new rules to regulate the city’s growing number of marijuana-related businesses, including banning such shops from within 300 metres of a school or another marijuana-related business. We ran a couple of stories on the new rules yesterday (Story 1; Story 2). To accompany those stories, I produced an interactive map showing how close 58 of the city’s marijuana-related businesses are to schools, neighbourhood houses or community centres (mobile version here): Of the 58 marijuana-related businesses we identified, 22 (38 per cent) were within 300 metres of a school, community centre or neighbourhood house. And in some cases they were much closer than that. One marijuana-related business is right across the street from the private Avenir School on Hastings.

The Commerce Department is teaming up with private sector leaders to research ways to provide the agency’s vast amounts of data to the public and ignite new economic opportunities in the process. The National Oceanic and Atmospheric Administration creates enough data each day to equal twice the Library of Congress and it wants to get that data out to the public. Doing so at scale and in a timely manner — i.e., while weather data is still relevant — is a daunting challenge, both from a technical perspective and cost. Trading off the potential economic benefits — just look at the industry that evolved around National Weather Service data — NOAA is looking to private industry to create the platform to disseminate this data.

Hadoop distribution provider MapR announced it has declined its invitation to participate in the Open Data Platform (ODP). In a blog post MapR laid out its main criticisms of ODP, including calling it redundant with Apache Software Foundation governance, purporting that its core standard is poorly defined and “vendor-biased,” and that the platform is “solving problems that don’t need solving” while “benefitting Hortonworks marketing and providing a graceful market exit for Greenplum Pivotal.” Ted Dunning, chief application architect at MapR and vice president of the Apache Incubator, said he sees the ODP as redundant to what Apache is already succeeding at, and that the initiative is adding more standardization and artificial governance atop Big Data distributions.

Local government interest in open data is slipping away from its initial peak, but there is still immense potential for its use in public services in the long term, according to the leader of Devon County Council’s lead official in the field. Lucy Knight, policy strategy officer at council and co-founder of the Open Data Institute Devon, was speaking at the Socitm spring conference. She likened the situation to the Gartner Hype Cycle for IT developments, in which a technology trend will attract a surge of interest in its early days, then fall into a trough when it appears to have little real world use, but is then widely taken up as it begins to show clear benefits. “We’ve got to the initial peak with open data and it’s now sliding down as people don’t see a clear use,” she said.

Charges of racial bias and brutality by the police are not new, but the high profile deaths of Tamir Rice, Michael Brown, Eric Garner and Walter Scott have brought about discussion and protest at a national level. In all of these cases, a new piece of evidence has undermined police accounts: recordings. Video evidence show Garner and Rice dying while shocking bystander video shows North Charleston police covering up the death of Scott. These recordings also make clear that the tools of the information age open new avenues for accountability and transparency of police behavior. The federal government has already embraced these principles with the Obama administration’s open data policy.

While 65 percent of Americans have recently gone online to find government information, only 53 percent think open data will make officials more accountable. In a new look at open data and transparent government at the federal, state and local levels, the Pew Research Center recently asked citizens how they think their city hall is doing with embracing the digital age. City-themed hackathons and apps and online tools abound thanks to those who like to crunch data into accessible forms for the public, and those surveyed gave slightly higher marks to municipalities when it comes to data-sharing, with 7 percent saying “local governments share data very effectively,” and just 5 percent agreeing on the same effort at state and federal level.

The NASA Data Portal allows developers to access more than 9,000 open APIs of space and Earth-based data for application development. Space does not belong to anyone. Nor does the data that NASA collects in its endless pursuit of the cosmos. NASA is giving away its data to developers looking to integrate the endless volume of space into their apps. The NASA Data Portal is a project from the agency’s open innovation team to set NASA’s data free. The Data Portal contains a library application programming interfaces to nearly every data set that NASA has made public, including both terrestrial and space-based data. The API library of the NASA Data Portal contains 9,148 data sets as of April 22nd, 2015.
