It’s been a tough morning for European markets on Thursday and this is likely to carry into the US session as weaker PMI readings from China and the eurozone and disappointing UK retail sales weigh on investor sentiment. Markets were initially happy to shake off the decline in the HSBC manufacturing PMI from China because despite falling to a one year low and deeper into contraction territory, the People’s Bank of China remains very active and this will only encourage it to cut interest rates and the reserve requirement ration further in the coming months. China is of course a concern and a threat to the global economy but I think people have faith in the PBOC to prop it up and the more it props it up, the happier investors are because this means more liquidity.

As part of its mandate of “openness”, the Harper government established an “open data portal” website at data.gc.ca.  According to a March 31, 2015 speech by John Carmichael, Conservative MP for Don Valley West in Ontario, in 2012 – 2013, the Harper government provided Canadians with nearly six million pages of government information, more than ever before.  In addition, Mr.Carmichael states that the federal government has posted three million pages of archived government records online. Last month, California HHS embraced the open data movement in health care with a decision to make more data available to the public online. Now it’s the Legislature’s turn. California lawmakers are considering four bills designed to make more state data accessible online. The bills are not aimed directly at health care or medical applications but could have a significant effect on how health data is disseminated and shared in California. “I believe that we will gain a lot of unanticipated lessons about the health of Californians,” said Assembly member Phil Ting (D-San Francisco), author of one of the open data bills. “By identifying clusters of disease, for example, we can learn more about and confront the causes of illness.

Symposium panelist says local efforts show potential but Austin not open government leader New technology and new ideas promise to make government more open than ever, perhaps even someday replacing politicians with direct decision-making by citizens, according to panelists in a discussion of innovation in open government held this month at Austin City Hall. At the same time attendees were warned of the risk of disenfranchising those who lack access to technology. And, while panelists lauded Austin’s image as a center of technology, the city government’s reputation for openness and transparency was said to be unremarkable. The session took place April 9, 2015, as part of the City of Austin’s Open Government Symposium.

MapR Technologies Inc. declined to join the young Open Data Platform (ODP) and today penned a blog post explaining why. “MapR was invited to participate in the ODP initiative and declined after carefully considering the value to the market place,” exec John Schroeder said today. The ODP was formed in February by 15 industry organizations “to promote open source-based Big Data technologies and standards for enterprises building data-driven applications.” Along with MapR, Cloudera Inc. also chose to not participate in the initiative. Just last week, the consortium announced it had achieved one of its stated goals: to develop a standard “ODP core” that organizations could use to base projects on. ODP members Hortonworks Inc., IBM and Pivotal Software Inc.

Several cities have rolled out creative ways of using open data in the past few years, and this week, Bloomberg Philanthropies announced that they’d be helping 100 more to do the same. But what do Americans really think about their government data sharing initiatives? According to a new report by the Pew Research Center, they have mixed feelings. While they see the potential of open data, many are still on the fence about whether or not sharing open data with citizens will actually improve governance. This is what the Pew finds: Generally, people are optimistic that these initiatives can make government more accountable; even though many are less sure open data will improve government performance.

This week, the California Senate and the City of San Francisco are contemplating changes to the laws governing short-term rentals, which allow for individuals to host guests in their homes, using platforms like Airbnb and VRBO. While such services have a lot of fans (like me) who’ve booked accommodations from Portland to Montreal, they also have raised scrutiny from regulators. In San Francisco, the city has enacted legislation governing how tenants can list their homes on short-term rentals, but legislators are currently offering proposals to modify the existing law; at the state level, proposed legislation would allow cities to mandate the transmission of consumer data to the government on a quarterly basis. We have serious concerns about the implications of these proposals.
