The devastating 7.8 earthquake that rocked Nepal last weekend has touched all corners of the Stanford campus and beyond, but none more than those who have loved ones in the ravaged country. “It has been a really emotional and challenging time for all of us,” said Paurakh Rajbhandary, a fourth-year doctoral student in electrical engineering whose family in Nepal slept outdoors for several days, until their home was cleared for re-entry. “It’s so hard to be here, and not with our families, while our country is going through such a crisis.” Rajbhandary is one of about a dozen Nepalese students who currently attend Stanford.

Some rare books and manuscripts from Penn Libraries can now be accessed online through the new OPenn digital resources website, http:/openn.library.upenn.edu. The site provides digitized cultural heritage materials available as free cultural works that are accessible for use by anyone. The death of Freddie Gray in Baltimore captured the nation’s attention and brought up questions of police misconduct in the city. The answers to these questions demand access to police data, and drew us here at Sunlight to look closely at the Baltimore Police Department’s (BPD) open data offerings and beyond, in line with the work of our new criminal justice project. Concerns with BPD’s use of force are not new; this past September, The Baltimore Sun examined Baltimore City’s poor police-community relations and extensive payouts over use-of-force lawsuits. BPD makes publicly available a variety of datasets and tools for general use on its site. (You can also find these same datasets on Data.

Ontario is setting an open-data first for Canada. On Friday, provincial treasury board president Deb Matthews said a draft “open data directive” has been posted for public feedback. It’s part of a comprehensive plan to release government data and let the public comment on a directive that touches on areas like gridlock, health care, energy use and school enrollment. This is also the first province in Canada to provide such a draft directive for public comment, said Matthews at an “Go Open Data 2015” conference held Friday at Brock University. “In the spirit of open government we want to know what you think,” said Matthews, who is also a deputy premier and leading Ontario’s open-government efforts. “Open data does bring about a better democracy,” she said.

BRIDGETON — Two corrections officers at the Cumberland County Jail were suspended on Friday in two separate incidents of alleged excessive force on inmates in the past two months, according to county officials. The first officer is Michael Fowlkes, of Millville, according to Cumberland County Deputy Administrator Kim Wood. Fowlkes — who is suspended with pay — has been administratively charged with “conduct unbecoming” and “improper or excessive use of force,” according to Cumberland County Jail Warden Bob Balicki. Fowlkes faces potential termination from his position. The second officer placed on paid suspension on Friday is Richard Serrano, of Vineland.
