Transparency Gets Win as Funds OK’d to Digitize Financial Disclosure by Public Officials The Legislature took an important step this week toward providing Californians easier access to financial disclosure statements by public officials. Assembly and Senate budget subcommittees approved funding for the Fair Political Practices Commission (FPPC) to build an electronic Form 700 filing system, replacing the current paper-based system. Each year hundreds of thousands of California public officials, from your mayor to the Governor, are legally required to file a Form 700, also known as a Statement of Economic Interests (SEI), publicly disclosing their personal financial dealings, including income, investments, and gifts.

California is at a crossroads. Sacramento continues to get failing grades for transparency. Our state government is not taking advantage of tech tools developed locally that are changing the world. But, there’s a bill with strong bipartisan support in front of our elected officials right now that could help improve the way our government works and save lives. Last week, I had the opportunity to speak at a California State Senate hearing in favor of Senate Bill 573. Introduced by Senator Richard Pan, this new piece of legislation would establish the role of a statewide Chief Data Officer, who would be tasked with creating an open data portal for the state. This site would be a one-stop shop for government information.

CompTIA launched the New and Emerging Technologies Committee, led by Tom Woteki, PhD. The committee will focus on the impacts of social media, big data and analytics, cloud, mobility and the Internet of Things. Dr. DJ Patil, who was named the first U.S. chief data scientist in February, gave the keynote address for the committee’s kickoff on Wednesday. “The new Committee’s areas of focus will include building on the recommendations from the Federal Technology Convergence Commission, providing the Hill guidance on the future impact of the Internet of Things Ecosystem, partnering with the Administration on open data and big data policies, and providing industry best practices to federal agencies,” the press release noted.

Lt. Governor Gavin Newsom and former state Senator Sam Blakeslee in California have launched Digital Democracy, a new online and interactive platform aimed at improving transparency in state government. The platform was developed in conjunction with computer science students at Cal Poly, and will use new research in artificial intelligence as well as big data, text and video to provide a view into the state legislature. Despite a wave of municipal open data and transparency efforts throughout California, the state overall received and “F” grade for government transparency from the the California Public Interest Research Group Education Fund.

There is an insane amount of data out there. Finding ways to use that data can seem intimidating, especially to an entrepreneur who is working 80 hours a week just to keep a new business on track. But I’d like to make the case that most entrepreneurs should be trying to incorporate big data into their businesses from the very beginning. According to IDC, by 2020 there will be 44 trillion gigabytes of information out there; about ten times the amount of data there is today. Soon we’ll be measuring data by zettabytes — 1 sextillion bytes. Much of that data is fleeting and fairly useless. But more and more of that data can be mined for useful information and patterns. IDC says that right now, about 22% of data is useful. By 2020 that number will climb to 37%.

Police departments are increasingly turning to predictive analytics to help them fight crime, and the early returns are positive, with double-digit drops in crime rates reported in many cities. So what’s next? According to big data analytics experts, police departments could spend their time and money more effectively by giving deep learning algorithms a role in the dispatch room. There are many factors that go into crime and crime rates. Despite what you may hear on the TV news, crime rates are down substantially from their peak in the early 1990s, a trend that’s been attributed to everything from President Clinton’s 1994 Violent Crime Control Act and the prison-building boom to a ban on lead-based paint and even Roe V. Wade.

From culture to current legislation, complex influences affect openness in the 86 countries surveyed by the World Wide Web Foundation (WWWF) for its Open Data Barometer 2nd Edition (ODB). Along with scores and rankings, the WWWF uses hierarchical cluster analysis to reveal similarities and differences across countries. This comparison method identifies natural groupings of items in a dataset – in this case, “the broad capacity, potential, and policy progress,” of the nations evaluated in the ODB. The analysis results in four country clusters: high-capacity, emerging & advanced, capacity constrained, and one-sided initiatives. “These countries all have established open data policies, generally with strong political backing,” finds the WWWF.
