Held in Tirana and with attention on gathering free libre open source technology users, developers, academics, governmental agencies and people who share the same idea. Oscal aimed to inform and promote that software should be free and open for the local community and governments to develop and customize to its needs; that knowledge is a communal property and free and open to everyone. The conference is supported and organized by Open Labs, the community that promotes free libre open source culture in Albania since 2012. Day one included topics around Open Source Security, Open knowledge: Evidence from the Wikimedia movement, different open and new technologies, communities that everyone can join. There were also side track and events.

In March 2014, Tom Marshall — who at that time was still new in the premier’s office — unveiled what was called the open government initiative. One of the pillars was identified as “open data.” But just what is open data? According to the provincial government’s website, open data is defined as “the release of government datasets in accessible formats for use and re-use by anyone for any purpose.” That sounds pretty vague, and I needed real examples to understand just what open data looks like in the real world. To find out more, I got in touch with James Flynn of Code NL — a local organization promoting greater computer programming education in the province. James told me about a panel discussion Code NL held on Feb.

The idea behind the WiFi access is to make available to the public all unclassified data. Photo for illustrative purposes. Dubai: Telecom operator du has rolled out free WiFi services in more than 200 locations in Dubai and aims to offer it across more than 300 locations in Dubai and Abu Dhabi by the end of the year, Othman Sultan, CEO of the company, told Gulf News. Du is the “official WiFi UAE partner” for Dubai Smart City. The service will empower residents by enabling seamless, reliable and secure connectivity to access the internet, browse government websites and apps, pay bills, get updates about applications and avail eServices, among other benefits.

Eight major States were studied by campaigners. It has long been an open secret that engineering colleges ‘share’ faculty members to meet official norms; now there is data to prove it. Official data from eight major States shows that over 90 per cent of engineering colleges have at least one teacher whose name also features on the rolls of another college, and there are at least 50,000 such ‘duplicate’ teachers. All accredited engineering colleges must submit to the All India Council for Technical Education (AICTE) the names of their faculty members, and colleges are not supposed to share faculty. Open data campaigner Rakesh Reddy Dubbudu and his team at the public data website ‘Factly’ downloaded faculty data from the AICTE site for eight States and searched them for duplicates.

Los Angeles County unveiled an open data website last week that provides public access to millions of county records. The county is the latest municipality to join an open data movement to make government records easily accessible to the public online. The City of Los Angeles launched a similar data portal in 2013. “Our Open Data initiative represents a tangible milestone in the county’s determination to provide new levels of transparency and accountability in a digital age,” Interim Chief Executive Officer Sachi A. Hamai said in a statement. The county data include Los Angeles County Sheriff’s Department crime statistics, county employee salary and benefits information, restaurant inspections and budget and election data.

As news broke out about the devastating earthquake in Nepal on April 25, many embarked on drives for donations and collecting relief material. However, as in the case with previous natural disasters in other places, not all things which reach Nepal are necessarily needed or useful for victims there. In the eagerness to help, it is quite possible that loads of unusable material end up in relief camps. Gopinath Parayil, founder of Puducherry-based responsible tourism enterprise The Blue Yonder, who has worked in relief work in the 2001 Gujarat earthquake recalled how a container full of oversized jeans, and another of tuna cans reached relief camps there, in places where victims never wore jeans and were primarily vegetarian.
