Fred Trotter is easy to recognize; he’s a tall man with an equally big presence. Whether he’s sporting his signature wild shock of blond hair or has shaved it bald as he does once a year or so, he can’t be missed in a crowd. Any place where open source, big data, and healthcare-oriented people are gathered, you are likely to find him and his crew. He’s a frequent speaker at OSCON and was recently a panelist at the SXSW MedTech Conference, which is where I caught up with him to ask about his passion for open source and health care related data. I’ve known Fred for about 15 years or so, first as a contributor to OpenEMR and later we accidentally met in person at the University of Texas.

Earlier this year, former Attorney General Eric Holder addressed a crowd of conservatives and liberals that included both representatives from Koch Industries and the American Civil Liberties Union. The unlikely pairing was symbolic of the Bipartisan Summit on Criminal Justice Reform’s unique appeal within an otherwise divided political landscape. In the past, leaders of both parties have tripped over each other to project a “tough on crime” persona, which led to policy outcomes that effectively accelerated the scourge of mass incarceration. That attitude towards crime prevention has shifted dramatically since.

Cabinet Office is inviting nominations for the 2015 Open Government Awards. We want to recognise the reformers up and down the country that are helping make government more open, accountable and responsive to citizens. And local government is at the heart of these efforts. In March the Minister for the Cabinet Office invited 16 local and regional authorities to Whitehall who are setting the standard in open data and transparency. These exemplar authorities are putting data back into the hands of citizens and enabling different kinds of participation and interaction with government. They have shown that transparency can open up new possibilities for public service improvement.

Cities are gaining momentum as incubators for innovation. There is much excitement about the idea of cities as “laboratories of democracy.” As a result, cities can learn best practices from one another. Sharing this information can build a strong foundation to amplify and encourage experimentation. Recognizing the power of shared learning, Bloomberg Philanthropies, in partnership with The Behavioral Insights Team, Harvard Kennedy School, Johns Hopkins, Results for America, and the Sunlight Foundation, have recently launched an exciting initiative. What Works Cities is pledging $42 million to target 100 mid-sized cities, with populations between 100 thousand and 1 million, to help these localities develop solutions for their biggest challenges using evidence-based data.

State government will launch a conversation on open data and “civic hacking” with a forum on June 5 in downtown Lansing. The state Department of Technology, Management & Budget will host a Code Michigan Connect forum from 10 a.m. to 12:30 p.m. June 5 at the Michigan Historical Center, 717 W Allegan St. The free event, open to the public, will feature speakers from government, education and tech companies in “a conversation about the power of open data,” according to a DTMB news release. Register for the event online at eventbrite.com/e/code-michigan-connect-tickets-16789722512. The event is meant to kick off the National Day of Civic Hacking, a coordinated effort to develop technology for better government and communities that happens June 6.

FedDev Ontario announced yesterday up to $3 million in funding for Communitech to establish the Open Data Exchange (ODX). Open data is structured data that is machine-readable and freely shared, used and built without restrictions. The project is expected to result in the incubation of 15 new data-driven companies. It is also expected to create a total of 370 direct and indirect jobs, and to leverage $3 million from project partners and an additional $50 million in venture capital and other financing. The ODX will support the development of industry standards for open data, build a national marketplace where commercialization of open data can flourish, and support a pan-Canadian open data innovation community that will incubate the next generation of data-driven companies.

In a recent interview with the Lithuania Tribune, recently elected Vilnius mayor, Remigijus Šimašius, revealed his new administration’s Open Data policy could have legal consequences for the city’s previous government headed by Arturas Zuokas. Šimašius explained he has a “mentality and understanding of government needing to be transparent”, and while his policy of open data is “nothing new”, he would like to “open up what was being bought, for what price, what was going to be bought [using public funds].” During Zuokas’ last term of mayor from 2011 to 2015, the Lithuanian capital racked up a debt of 390 million euros on projects which include the regional Air Lituanica airline – a project costing the municipality 11m euros annually.

Governments hold a wealth of highly valuable data, including birth and death registries, financial records, public infrastructure inventories and much more. A growing open data movement has pushed for wider digital access to public data to increase government transparency, efficiency and accountability. It has also spurred business innovation in sectors such as public transport, infrastructure and health. A recent report by the McKinsey Global Institute pegged the potential global economic value of open data at $3 trillion. However, little hard evidence exists to suggest how open data strategies can benefit vulnerable groups. A research network funded by Canada’s International Development Research Centre is helping to fill this gap.

Start-ups from across Europe are today invited to apply for a place on the EU-funded Open Data Incubator’s latest programme (ODInE), with the opportunity to secure up to €100,000 grant funding. The incubator will be announced at the World Wide Web Conference in Florence today with 50 places available over the next two years – new start-ups will be recruited on a rolling basis every two months. ODInE, which has received €7.8m from the EU’s Horizon 2020 funding programme, is a joint venture between the Open Data Institute (ODI), University of Southampton and six other European partners.

This afternoon, Rep. Darrell Issa (D-Calif.) plans to introduce a bill that will change the way financial regulatory agencies go about their work. The Financial Transparency Act of 2015 would modernize the process of financial regulatory reporting, and force all nine major financial regulators to adopt open data formats for everything they collect. Hudson Hollister, executive director of the Data Transparency Coalition, joined Tom Temin on the Federal Drive to analyze the bill’s implications and importance.
