The new, EU funded, Open Data Incubator for Europe (ODInE), which involves academics from Electronics and Computer Science at the University of Southampton, is today calling out to startups across the UK and Europe, to apply for a place on its new programme with the chance to secure up to €100k grant funding. The incubator programme, which is being announced at the 2015 World Wide Web Conference in Florence, has places for 50 startup businesses over the next two years. ODInE is being delivered by the Open Data Institute (ODI), University of Southampton and six other European partners, and has received €7.8m of EU funding from the EU’s Horizon 2020 funding programme. New startups will be recruited every two months on a rolling basis.

MyUSA, the single-sign-in service for federal websites, is getting closer to being launched. The goal is to have one place where users can log in to access federal websites and save profile information rather than re-entering the same data multiple times. The service has been on the drawing board for some time. President Barack Obama touted the capability, a project of the Presidential Innovation Fellows, in a July 2013 speech. The General Services Administration’s Office of Citizen Services and Innovative Technologies sought comments on the program in August 2013 — just a few months before the ill-fated launch of HealthCare.gov. After that, the fellows and other digital experts were working full time on the health insurance portal, and projects like MyUSA fell to the wayside.

The Digital 5 (D5) is an intergovernmental international network of like-minded governments working on the digital transformation of public services who have demonstrated a commitment to design services around users’ needs and share open source solutions with other nations. The D5 was founded by five member nations: the United Kingdom, South Korea, Estonia, Israel and New Zealand.

What the ‘Spider Memos’ tell us about the right to open government in the UK The UK government spent 10 years and £400,000 attempting to prevent the Guardian’s Freedom of Information (FOI) requests to disclose the so called ‘Spider Memos’ from Prince Charles. As part of the case, in March 2015, the UK’s highest court found that the use of a Ministerial veto to override a judicial decision on a FOI request was unlawful. In response, recent statements indicate that No.10 intend to bring forward legislation to strengthen the use of the veto in FOI cases. There are also fears that the grounds for civil servants to refuse freedom of information requests may also be extended in any new legislation.

Some twenty-two thousand civil servants across the country and ministers of state are yet to declare their assets to the country’s anti-graft agency since the initiative was launched in 2008, according to Commissioner of the Anti-Corruption Commission (ACC), Joseph F. Kamara. Speaking last Friday (15 May) during the launch of the first National Open Data Portal at State House, Kamara revealed that only twenty-eight thousand (28,000) out of fifty thousand (50,000) civil servants in the country have complied with the regulation under the revised ACC Act of 2008. “Most of the workers that have failed to declare their assets to the State are senior public servants, including cabinet ministers and some permanent secretaries,” he revealed.
