For many of us, summer is fast approaching and thoughts of dangerous winter roads are far away. For Vennard Wright, the chief information officer of Maryland’s Prince George’s County, tackling problems like snow removal and other ways to improve neighborhoods are always on his mind. Wright’s goal as CIO is for Prince George’s County to have two main data sets: one external to show members of the public where their tax dollars are being spent, and one internal for those in government to make informed decisions. As an example, snow on the roads affects several departments of the local government. Wright says open data helps all of them come together and make creative and effective decisions about snow removal.

Editor’s note: This blog post is edited from Panthea’s keynote presentation at the 2015 Canadian Open Data Summit. Reboot was founded on the belief that citizens should have a greater say in the policies and processes that impact their lives. Over the past few years, we’ve seen open data play an increasingly important role in realizing this vision. Last week, I was in Tanzania during the Open Government Partnership’s Africa Regional Meeting. The Government of Tanzania recently passed new legislation that severely restricts media’s ability to publish and analyze statistics. Civil society used the meeting to express their concern with these bills, and President Kikwete directly acknowledged them: “Bad laws can be corrected, so bring your suggestions.

A guest post by Michael Canares based on the paper “Enhancing Citizen Engagement with Open Government Data”. As an educator and an adult learning facilitator for more than a decade, this question has been bugging me since I started working as a researcher on open data.  The ODDC research projects highlighted the fact that if we want to increase open data use, then we need to build the capacity of intermediaries and users so that they can access and use open data for public benefit. Currently, those that provide open data training to increase open data demand and uptake have organizations from the private and the non-profit sector as primary audiences.

The Green Team’s last post examined how site history plays out in design. Here we consider landscape diagrams as a tool for analyzing a site’s bio-physical and social context. The maps created by landscape architects are tools for looking at the big picture. They are diagrams, distilling data to reveal spatial structure and function. Each piece of information is a layer—water, topography, pavement, utility lines—and we turn on layers, either one at a time or overlaying them, to illustrate the built environment. Ian McHarg is credited with establishing this tradition in the 1970s and 1980s, when he and his students did this work by hand, believing that overlaying various maps full of information would reveal a design strategy.

In Government Technology’s recent article, Closing America’s Good Government Divide, Paul Blanchet, the VP of Customer Success and Operations at iCompass Technologies, tells a tale of two very different cities emerging in modern America. The Good Government Divide — a wide gulf between the “haves” (Digitopolis) and the “have-nots” (Stressville) in resources, funds, and technology — is more prominent than ever. Sound familiar? He explains, “The Good Government Divide has nothing to do with intentions — the elected officials and staff members in both Digitopolis and Stressville want to govern well on behalf of their citizens. Dead skunk in the middle of the road and you don’t know what to do about it? Well, now there’s an app for that, at least in Vancouver. You can also report potholes, sick street trees, graffiti, dark street lights, abandoned vehicles and run-of-the-mill dead animals not needing the skunk crew. In its effort to connect better with its most wired citizens, and recognizing that more than 40 per cent of the online contacts it has with citizens comes through the smartphone, Vancouver has launched a new “Vanconnect” app for smartphones that will deliver a wide range of services and information.

The U.S. City Open Data Census recently listed Los Angeles, New York and San Francisco as the top three cities to embrace open data. The findings represent a promising win for the city of Los Angeles, which made a sizable investment into its civic tech initiatives in 2014, and was told only two years before that it wasn’t even capable of placing. Now, however, L.A. has moved up the ranking to take the No. 1 spot as of May 26. The ongoing census is driven by the civic innovation and transparency advocates Code for America (CfA), the Sunlight Foundation and the Open Knowledge Foundation with metrics based on open data accessibility, availability and quality.

This blog was orginally posted on Data.gov. Today is the sixth anniversary of Data.gov. Data.gov was launched on May 21, 2009 with just 47 datasets. It currently features over 130,000 datasets from across the country including those from 83 Federal agencies and sub-agencies. Since the landmark 2013 Executive Order, which made federal data open and machine-readable by default, we have added over 50,000 datasets1. Annual page views on Data.gov are about 8.5 million and it has more than doubled in the past two years. As it enters its next phase of growth, Data.gov has proven that the open data movement is here to stay. In February 2015, Data.gov was recognized for its technological innovations by placing in the top eight of more than 100 submissions at the ACT-IAC Innovation Awards. Data.
