The Open Knowledge Foundation (OKF) in partnership with the Philippine Center for Investigative Journalism (PCIJ) is pleased to announce the launch of Data Journalism Ph 2015. Supported by the World Bank, the program will train journalists and citizen media in producing high-quality, data-driven stories.In recent years, government and multilateral agencies in the Philippines have published large amounts of data such as the government’s recently launched Open Data platform.These were accompanied by other platforms that track the implementation and expenditure of flagship programs such as Bottom-Up-Budgeting via OpenBUB.gov.ph, and Infrastructure via OpenRoads.ph and reconstruction platforms including the Foreign Aid Transparency Hub (faith.gov.ph).

A few hours ago the first international open data unconference finished.  In case you are not familiar with this, un-conferences are basically a type of event where participants set up their own agenda and discuss relevant topics. Around 80 people from different parts of the world gathered in Ottawa to have an open, free and frank discussion about the current state of open data movement across the globe. These are rare instances as most of the work by this community is loosely connected across regions, and is mostly done online.  Furthermore this is a community that is now  growing  beyond the borders of “technologically savvy” people. Open Data is now an appealing field, but context is very important in order to understand the meaning of open data.

Calling for a “big change” in agriculture, Prime Minister Narendra Modi on Tuesday launched the DD Kisan channel and pitched for increasing average productivity of paddy to three tonnes per hectare from the present two tonnes. Launching the channel on the first anniversary of his government, Modi said the agriculture sector had been “neglected” and there was need to make the sector “vibrant”. He said 50 percent of farmers would not know if there is an agricultural department of the government. “There is need for a big change in agriculture… It has been left to the fate of farmers,” he said. Modi said that if the country has to move forward, villages must make progress and if villages are to progress, it was essential for agriculture to grow.

Much intellectual fun was had in Hay-on-Wye over the long and surprisingly rain-free bank holiday weekend. The Prospect stall on the Hay festival site did a roaring trade in subscriptions, with the book-loving crowd tempted by our special festival offer of 3 issues for £1, plus a free bottle of wine. Notable names who dropped by to meet readers and discuss ideas included the academic and author Anatol Lieven, Daily Mail columnist Peter Hitchens and the social geographer Danny Dorling. Among my personal highlights were a thought-provoking session at How The Light Gets In on Monday 25th May debating the future of the Left and Right construct in today’s politics.

The Department of Managed Health Care (DMHC) has posted initial data sets on the California Health and Human Services Agency’s Open Data Portal, officials announced on Tuesday. The first offerings include data sets on DMHC enforcement actions, Independent Medical Review (IMR) decisions and premium rates filed with the DMHC. California Health and Human Services launched the portal, https://chhs.data.ca.gov/, with the intent to integrate data from multiple departments. Five entities are now publishing data on the portal: California Department of Public Health, Office of Statewide Health Planning and Development, Department of Health Care Services, Department of Rehabilitation and DMHC. All five are under the agency’s supervision.

California was recently chosen to be one of two states awarded a three-year grant to examine workers’ compensation claims data related to injury and illness. The Department of Industrial Relations and the California Department of Public Health announced last week they have received the nearly $200,000 grant from the CDC’s National Institute for Occupational Safety and Health (NIOSH). “In the past, occupational injury and illness research relied on data not normally utilized for public health purposes.

The recent special election in the 11th Congressional District may not have gripped the electorate, with a less than 11 percent turnout, but it has marked a new milestone for the city Board of Elections, which for the first time posted the results from the race in a machine-readable format that is easier for researchers and journalists to analyze. The move represents a first step of a renewed commitment by the board this year to make its data more accessible, following a meeting in April between good government groups and Board of Elections executive staff.

The number and cost of data breaches are on the rise, according to a new study from IBM and the Ponemon Institute. The average cost of a breach rose 23 percent in the past two years — to $3.79 million. And the average cost paid for each lost or stolen record containing sensitive information rose 6 percent — from $145 in 2014 to $154 in 2015. Companies also increasingly risk losing business from customers who are concerned about identity theft, according to the “2015 Cost of Data Breach Study.” It notes that the cost of a data breach varies across industries. A breach in the health care sector is the most expensive, as much as $363, while transportation and the public sector have the lowest cost per lost or stolen record.

What I’ve learnt from 17 years working with local government in the field of geography is that the majority of what the public sector does is linked to location. Geography is about much more than bearded teachers, limestone pavements and oxbow lakes. And an address is not just somewhere you send mail. Locally, services such as collecting refuse, allocating school placements, planning and development, electoral management or providing social care are delivered to a point on the ground. The wider public sector is the same. Whether you are DWP, DVLA, HMRC, an emergency service or an NHS body, your services are linked to a location, even if it’s not immediately obvious.
