Technologies that enable new service models for digital government must be at the top of the list for government organisations as they prioritise technology investments, according to Gartner.Gartner has identified the 10 most important technology trends for government in 2015 in order to help CIOs and IT leaders assess critical strategic technologies and plan their enterprises’ or agencies’ IT roadmaps. Spending by national, federal and local governments worldwide on technology products and services is forecast to decline 1,8% from $439-billion to $431-billion in 2015, growing to $475,5-billion by 2019.

Bath & NE Somerset council has developed an approach to opening up its data that is delivering rapid returns for local people. In this video, Jon Poole, the council’s research and intelligence manager, describes how the council has ‘let loose’ its (non-personal) data and given it to the local community so that they can extract value from it. Through the medium of Bath:Hacked, a community interest company, the data is published and made available to all. Citizens can readily access and visualise information about the area they live in, while businesses have the data to create useful ‘apps’ covering things like parking availability and air quality.

In this week’s edition of our open source news roundup, we take a look at the adoption of open source databases, Creative Commons licensing to Open edX courses, SSH coming to Microsoft Windows, and more! New data is increasingly finding its way into open source databases. This is what Matt Asay writes about for InforWorld. In his article, he says, “…open-source RDBMS products have matured in the availability of DBA skills, availability of DBA tools and near-equality of RDBMS functionality.” The accelerated adoption has many reasons, the top one being community. Asay also looks at developers and DevOps teams who play a role in this increasing adoption. In another article this week about databases, specifically about the NoSQL databases, Asay looks at PostgreSQL, MongoDB, and Cassandra.

Despite the tremendous need for maps in helping solve the country’s problems—disasters, climate change, environmental degradation, urban decay, etc.—public map data in the Philippines is either inaccessible, closed, for sale, or any combination of the three. Why is this so? To staunch the demand, citizen mappers republished the data in more accessible platforms such as zoomable webmaps. But this move to democratize access drew criticism from authorities who were naturally concerned that citizen mappers might inadvertently misdraw the fault’s location. While understandable, the paranoia of our government’s data stewards is surpassed by the greater and more urgent paranoia of a public that is in need of answers.

Sprint (NYSE: S) confirmed it will deploy hardware from Cisco Systems to construct, own and manage the intelligent Wi-Fi network as part of a smart city deployment in downtown Kansas City, Mo., near Sprint’s headquarters in Overland Park, Kan. The Wi-Fi network, covering a 2.2-mile Kansas City streetcar line through downtown, will be a key component of the city’s “Smart+Connected City framework.” As the Kansas City Business Journal notes, Cisco will lead the development of that program, which will include a network of “digital kiosks,” “smart” LED street lights and “video as a sensor” in the area. Details of the project first emerged in April but were not finalized until now.

Where you stand on big data depends on where you sit, or at least where you live. That’s one of the findings tucked into the first national survey on open government data issues, published by the Pew Research Center. Posting performance data about individual teachers online? Sixty percent of respondents said yes. Individuals’ criminal records online? Sure, said 62 percent. How about real estate transactions? Some 54 percent were comfortable with putting those online. But the transparency brakes started squealing loudly when it came to personal mortgage data — only 22 percent favored publicizing it.
