Mayor Kip Holden is encouraging Baton Rougeans to participate in “National Day of Civic Hacking” on Saturday by checking out data websites like Open Data BR and seeing if the sites can be improved. The Open Data BR site, launched in January, features a wide range of public data, from police and fire reports to permits and traffic incidents. The aim of Open Data BR is to increase transparency and accessibility of all public information in Baton Rouge. Users are free to read, download or use anything published to the website.

At the recent Health Datapalooza, the Department of Health and Human Services outlined progress in “liberating” health data to reach researchers, policy makers, innovators, various agencies and the public as a whole. According to Damon Davis, the director for the health data initiative at HHS, HealthData.gov is a catalog of health, social services and research data made available to the public to improve the country’s health. The relaunch includes user-friendly tools and updates the platform’s underlying technology for more efficient performance, Davis said in a blog, in an effort to nurture more applications, products and services capable of enhancing health care.

A guest post from Madeleine McGreevy about the ‘Unlocking the Supply of Open Data’ panel at IODC15. Governments around the world have begun to unlock the supply of open data. Leaders and implementers of government open data strategies from across the globe convened recently at the 3rd International Open Data Conference in Ottawa to share their experiences embarking on open data initiatives in their countries. In Mexico, open data has emerged as a tool to achieve goals that include government transformation, digital economy, quality education, universal and effective health care and civic security. Citizens have been engaged with the initiative from the start, and open data policy has been made available to the public for scrutiny and feedback.

Big data key to increasingly connected world of the future The world is becoming more connected in every possible way, forcing countries and companies to adapt accordingly, a technology expert said. They must deploy data technologies (DT) or risk losing their core competence in the future, said Dr. Toa Charm, vice president of the Hong Kong Computer Society (HKCS). Charm is also chairman of the society’s big data special interest group. A massive amount of data has been collected through various business activities and in the regulatory systems, but the part that is being used is only the tip of the iceberg.

• Create a one–stop system in which parents and caregivers can determine whether their children are eligible for public programs and, if they are, easily enroll them. • Increase public and private funding for capital improvements for early learning centers in low–income neighborhoods. • Advocate at the state and local levels to require that all publicly-funded, early learning programs participate in Keystone STARS, the state’s quality rating and improvement system. • Increase average salaries, tuition support and professional development opportunities for early-learning teachers and staff. The plan is the latest initiative produced by the Shared Prosperity Philadelphia plan, the city’s overarching effort to address poverty.

Richard and I were thinking, the hardest part of open data mashups is getting started: namely finding and choosing which datasets you’re going to use. We already had a list of resources for the Open Data Mashup Summer Jam Hackathon, but it wasn’t inclusive or easy enough to sort through. So, we decided to make a little app that creates a random list of datasets, based on categories you’re interested in. That’s it really, but I got a lot of help from Stack Overflow and this CSS button tutorial on CodePen.

Department of Energy national laboratory scientists have their data buckets ready to catch the torrent of information from the newly restarted Large Hadron Collider in Switzerland. International scientists restarted the particle research facility on the Swiss/French border on June 3. The LHC is the world’s premier facility for the study of high energy particle physics that could help explain the origin of the universe and other mysteries of science. In 2012, the facility discovered the Higgs boson — a fundamental particle that explains why certain elementary particles have mass. On June 3, scientists at the facility operated by CERN — the European Organization for Nuclear Research — began recording data from high-energy particle collisions for the first time in three years.

Two similar pieces of legislation in circulation at the State Capitol propose the creation of a chief data officer position for the state of California in tandem with a more robust open data portal. As of Wednesday morning, AB 1215 by Assemblymember Phil Ting, D-San Francisco, is being held under submission in the Appropriations Committee, while SB 573 from State Sen. Richard Pan, D-Sacramento, has advanced out of committee and is headed to the Senate floor. Few people oppose the idea in concept, but the price tag might be a complicating factor. Analyses of the bills indicate it could cost California millions of dollars, on top of the few hundred thousand dollars needed for the chief data officer’s position and salary.
