Ten technology trends governments need to pay attention to Ten technology trends governments need to pay attention to EARLIER this week, we reported on a partnership between the city of Accra and Microsoft and about how this partnership will ease Accra’s daily backlog of operations. Gartner has in its latest research identified the top 10 technology trends for governments in 2015. Other governments can, like the city of Accra, benefit from integrating technology more into their daily operations. Gartner says these trends can help chief information officers and information technology (IT) leaders assess critical strategic technologies and plan their IT roadmaps better.

Hackers usually land in the news for things like the breach that exposed the personal information of millions of government employees. But this weekend in Philadelphia and across the country, there’s a very different kind of hacking going on — one that aims to improve your life by using data. “There’s transit, airport, bike share, parking, all kinds of transportation data available, so the projects vary around those data sets,” says Mike Zaleski, SEPTA’s director of emerging and specialty technology. Along the mezzanine of the agency’s Market Street headquarters, a couple dozen developers hunch over laptops, working on apps to help you find a parking spot in the city, to better use bike share, and one to crowd source transit troubles.

In this week’s featured OpenData.TV video, Kyle Hall, the  Special Assistant to the City Controller of Los Angeles, shares his take on the options open data presents to government workers, especially younger ones. “If you can find elected leaders, who are ambitious, who are young, and have energy and a vision for a better way to work in government, there’s really an enormous amount of opportunity…to set guidelines, set procedures, drive policy.” He sees open data as offering up possibilities both for governmental employees and people working outside of government. Within government though, there are ample ways to update outdated processes and use open data as a vehicle for change and improvement.

A guest post by Eva Constantaras on the Data + Public Money panel at IODC15. Understanding how public money is spent is a fundamental goal for many open data projects. You could go so far as to say that how public money is spent has been at the heart of much open data advocacy. But the release of data alone doesn’t automatically create the citizen engagement and accountability that open government advocates are seeking. Beyond making data available, next step is to get people to care and to act with it. To work on connecting data and action: All of these groups faced a common challenge. They had liberated the data, but nobody was using it. Whether their target users were citizens, civil society or government, data dissemination was not happening.

Capgemini are currently working on Apollo, an open source application platform built on top of the Apache Mesos cluster manager, which is designed to power next generation web services, microservices and big data platforms running at scale. The Capgemini engineering blog states that Apollo has been built to power internal microservice and big data platforms for Capgemini clients, and is now being open sourced to allow external developers to experiment with the platform. Apollo targets the following use cases: building an internal Platform as a Service (PaaS) that leverages Docker container runtimes; creating large scale continuous integration pipelines using the Jenkins Mesos framework; and managing and distributing big data workloads.

The event drew the attention of one the U.S.’s top tech experts. His visit was finalized last minute, but D.J. Patil, chief data scientist at the White House in the Office of Science and Technology, made Hack Michiana his first stop among a few others scheduled in Chicago. Taking over a few rooms in the Arts and Education Building on Indiana University South Bend’s campus Saturday, Hack Michiana members had the option of working on projects suggested by the National Day of Civic Hacking or local ones. Hack Michiana also reviewed the city of South Bend’s open data portal, urging participates to brainstorm ideas to maximize the data’s usefulness.

Federal, state and local officials are asking innovators of all flavors to spend Saturday using data to create new ways to engage with the government. Everything from hydraulic fracturing to cybersecurity will be up for disruption Saturday, as more than 10,000 hackers, community organizers and other innovators are expected to use and build on government data during the country’s National Day of Civic Hacking. With more than 100 cities planning to host challenges or hackathons, dozens of federal agencies have opened data sets seeking solutions for issues they’ve been working on for some time. Nicholas Skytland, a NASA data evangelist and co-founder of the event, said the day is an opportunity to draw in minds that aren’t normally in tune with government projects.

The California Exposition and State Fair has named Alameda County the winner of its 2015 Excellence in Technology Award for numerous initiatives the County has launched that embrace the use of technology in building new avenues for citizen engagement. The State Fair launched the Excellence in Technology Awards in 2014 as a way to honor individuals and organizations committed to advancing technological innovation and creating a better way of life for California residents.  Alameda County was named the top entry in the 2015 competition’s Project/Organization category. The Award will be presented to Alameda County at the Annual State Fair Gala in Sacramento on June 25.
