In an attempt to increase trust with the public, Kentucky’s Louisville Metro Police Department (LMPD) recently opened three data sets: hate crimes, citations and assault on officer incidents. The release of a few data sets won’t change the world overnight, but the news represents one wave in a multicolored sea of police culture set to evolve in the coming years.

City technology officials encouraged attendees of the civic technology conference Personal Democracy Forum last week to imagine opportunities for interactive government engagement in 2025 through the “ubiquitous connectivity” that is the goal of the de Blasio administration. “This is more of a visioning exercise than a planning exercise,” said city chief technology officer Minerva Tantoco, as she described how wi-fi in all the New York City Housing Authority buildings would allow residents to get text messages about repair, safety and community events. She took part in a session with Jeff Merritt, director of innovation at the Mayor’s Office of Technology and Innovation, and chief digital officer Jessica Singleton, whom Mayor Bill de Blasio officially promoted to the position Friday.

The prospect of Land Registry and Ordnance Survey being sold to the private sector is back on ministers’ agendas following a backroom tweak to the machinery of government. Under the change, a government-owned company, wholly owned by HM Treasury, will be formed to oversee the activities of the Shareholder Executive, the agency which runs the government’s remaining portfolio of businesses. Meanwhile, responsibility for the Shareholder Executive will pass from the secretary of state for business, innovation and skills to the chancellor of the exchequer. The change took place just before the in-year budget review announced the sale of the government’s remaining stake in Royal Mail.

Shortly after the close of last week’s Health Datapalooza 2015, an attendee in the hotel lobby pulled out a bottle of Tin Cup whiskey and some paper cups for an impromptu celebration. A colleague responded by brandishing a bottle of Jack Daniels, while another man whipped out a libation whose label I didn’t catch because I was too busy enjoying a generous pour of Tin Cup. I immediately had much warmer feelings about the U.S. health care system. Health Datapalooza evokes early-20th-century-slang via a 1990s-era alternative music festival. However, it’s rooted within the Beltway in a visionary Health Data Initiative launched early in the Obama administration by an amalgam of bureaucrats, policy wonks, academics and entrepreneurs.

A team of Simon Fraser University computing science students has won a 48-hour “appathon” during which they conceived and built an app to help Canadian high school students compare the costs of a post-secondary education anywhere in the country. Canadian Open Data Experience (CODE) 2015, hosted by the federal government, invited software developers, graphic designers, students and interested individuals to create an app using Government of Canada open data available on the CODE site. The competition also encouraged participants to mash up these federal data sets with provincial, territorial and municipal data found on the site’s Open Government across Canada page.

Gartner has identified the 10 most important technology trends for government in 2015 in order to help CIOs and IT leaders assess critical strategic technologies and plan their enterprises’ or agencies’ IT roadmaps. Spending by national, federal and local governments worldwide on technology products and services is forecast to decline 1.8 percent from $439 billion to $431 billion in 2015, growing to $475.5 billion by 2019.
