A seminal study released today via the Government’s open data portal reveals for the first time historic performance of UK social investment activity. The total financial performance (comparing all capital drawdowns with all capital, interest and fee payments) over the 12 year period was negative 9.2%. This is in fact remarkably good given that pricing of capital was driven by affordability and not risk adjusted. Moreover, most of these social investments were made after the investees had been refused finance from High Street institutions. They would therefore be classified as high risk deals. The anonymised data sample covers 426 closed investments relating to £42m of capital deployed.

One thing about the UK’s approach to smart cities is baffling – why are local authorities rushing to add technology to give them additional data, when most haven’t even put in place the most basic mechanisms to use the data they already have? Take London, for instance. City Hall has done great things for open data with the London DataStore. Yet remarkably, it does not systematically collect data from London boroughs, other than that required for statutory purposes, such as population and school place statistics. The information used to shape decisions affecting the capital is therefore largely based on data collected by central government departments, such as the Department for Work and Pensions.

Furthermore, the level of enthusiasm around development data could not be higher for the revolution’s potential to be reached, it must be open. A civic hackathon at UC Davis over the weekend that challenged participants to use health-care data from the California state government drew a big crowd of coders and produced apps that might have staying power. Sponsored by the California HealthCare Foundation, the Health 2.0 Developer Challenge brought in participants from Sacramento, the Bay Area and across the state thanks in part to an unusually large pool of cash prizes. Approximately 60 coders turned in a total of 15 apps by the Sunday afternoon deadline. The participants were encouraged to use data sets from the California Health and Human Services Agency’s open data portal.
