The City of Santa Monica’s Information Systems Department and the Santa Monica Chamber of Commerce hosted “Hack the Beach” on Saturday, June 6, a technology meet-up where new datasets were presented to local developers along with tips and tricks for accessing the city’s open data portal. Hosted by the Santa Monica Public Library, more than 50 members of the local developer community attended to learn about the city’s open data program as part of the National Day of Civic Hacking. Attendees were first shown an overview of the city’s Open Data Initiative, which includes the open data portals at data.smgov.net and santamonicaca.opengov.com.

SANTA MONICA—On June 9, the City of Santa Monica won a Technology Solutions award from the Public Technology Institute for its Open Data Initiative. The annual PTI Technology Solutions Awards recognize excellence in local governments’ use of technology to, in their own words, “solve specific problems, improve community services and internal operations, and reduce costs.” This year, Santa Monica’s Open Data Initiative, with its mission statement of “Transparency, Collaboration and Third Party Applications Through Open Data,” was honored in the category of Data & Performance Metrics. The City’s datasets can be found at the Santa Monica Open Data Portal, which features six categories of data: finance, permits & licenses, public assets, public safety, public services, and transportation.

Following the April 2015 death of Freddie Gray by an on-duty police officer, unrest exploded in Baltimore – and so did the social media sphere. Among the flood of tweets was one by Taija Thomas, a tech worker in the city.“If you are a hacktivist who is willing to donate time to building solutions for local Baltimore organizers please tweet me. #BaltimoreUprising,” she sent across her networks. It would receive more than 50 retweets.Thomas’ tweet landed in the feed of Aliya Rahman, a former Ohio field organizer who had then moved to Washington D.C. to work for Code for Progress , a fellowship that trains women and people of color in coding, the language of computer programmers.

After months of preparation, the European Commission (EC) released its broad 5-year roadmap in early May for information and communications technology (ICT) policy, the Digital Single Market Strategy, or DSM. The plan is structured around three main pillars or goals, which include: These three pillars are supported by 16 actions that range from policy investigations to legislative proposals. Some of the actions—including “measures in the area of parcel delivery” and “proposals to reduce the administrative burden on businesses arising from different VAT (tax) regimes”—are tied to ICT only in that they facilitate e-commerce.

Too many rules are hampering the development of internet services in Europe, whereas many Asian countries are more open to change, especially in the realm of data-driven innovation, according to a top Google executive. In fact, this field will play a critical role in the economic development of the Asia-Pacific region for years to come, Peter Fleischer, Google’s global privacy counsel, told the South China Morning Post. “I will say Asia Pacific – and the US too – is more open to data-driven innovation than Europe,” said the search engine’s point man for global privacy issues. He arrived in Hong Kong this week to attend several internet policy conferences.

Some of the most basic necessities could be summoned with a few taps on a smartphone, but the details of the government’s daily activity were buried in PDF calendars and email listservs. So the 75-year-old Maryland representative, who “loves” his iPhone, uses its weather and map apps and “Googles things throughout the day,” commissioned an app. Named Whip Watch, the iOS app premieres today and generates push notifications for new jobs, calendar updates and votes cast on the House floor. Free to the public, it informs you in real time what segments of a bill are up for discussion and how many people have voted for it.
