A group of leaders in Intellectual Property and Open Data has today launched ORoPO (http://www.oropo.net), the world’s first Open Register of Patent Ownership.  Voluntary, non-profit and freely accessible online, ORoPO offers a simple solution to significant problems with the accuracy of current patent ownership records, and already includes details of patents owned by its founder members. The New York State Freedom of Information Law states: While this statement is a great ideal, freedom of information does not equal open data. Recently, I was searching for property data on a public website in a particular county in New York State. I was able to find what I was looking for, but rather than being available in a format that would have been easily portable or open it was instead embedded in a word processing document. I was forced to take a screen picture and then transcribe the data for my own use.

The International Aid Transparency Initiative is helping translate the data revolution into increased accountability and better coordination within the aid sector. But can standards alone push civil society organizations, donors and governments to open up? Devex spoke to several experts during last month’s International Open Data Conference in Ottawa, Canada, to understand how aid organizations, from civil society groups to government agencies, can apply open data principles to their own activities. The need for more open data is often assimilated into the need for more data. While the issue of data gaps is a pressing one, donor countries may be facing a different kind of challenge.

So far, Haishu District has initiated the three public platforms, namely “governance information resource center”, “video surveillance sharing platform” and “data opening platform”, and has basically realized the integrated sharing and exploitation of the governance data. “The platform project has reached the advanced level nationally, as it has made great innovations in the integrated data sharing and integrated governance data application at the county and district level.” Pan Yunhe, Former Executive Dean of the Chinese Academy of Engineering and Director of the inspection group of the project, spoke highly of the data platform project.

When it comes to technology, governments often fall behind the times and Montreal is no exception. The city’s website is almost absurdly outdated and can be difficult to navigate. Case in point -last time I moved, I had to call the city to find out when the garbage and recycling was collected. But as Montreal continues to position itself as one Canada’s top tech hubs, the municipal government is looking to modernize. Last month, mayor Denis Coderre announced six areas he plans to focus on over the next two years as part of a larger plan to turn Montreal into a “smart and digital city.” The plan consists of “practical projects that will significantly improve the quality of life for all Montrealers,” Coderre said in a French-language press release.

Cabinet Office will publish its missing spend data – but cannot say when Response to Government Computing FoI request declines immediate publication but insists that “preparations for publication are advancing” The Cabinet Office has said it will publish figures for the department’s spending over £25,000 from August 2014 onwards “in the near future”, though an exact date has not been provided. (IBM) Monday reported a major commitment to Apache Spark, potentially the most important new open source project in a decade that is being defined by data. IBM will offer Spark as a service on IBM Bluemix to make it possible for any app developer to load data, model it and derive the predictive artifact to use in their app. In addition, it’s working on Spark-related projects at more than a dozen labs, and plans to open a Spark Technology Center in San Francisco, designed to encourage the data science community to build applications on top of the Spark platform. Legacy tech vendors have been slow to embrace Spark, which many see as a successor to the Hadoop open-source big data software.
