Local governments are notorious for red tape, but the city of Cincinnati is finding new ways to break that stereotype. Through its new innovation lab, the city will be able to get departmental leaders together in one place to address inefficiencies and come up with effective solutions. The innovation lab was created as part of the recently minted Office of Performance and Data Analytics. The office in Centennial II will serve as a hub of information as the city turns increasingly to data analytics to help identify and solve issues with municipal services, processes and costs. Initiatives like the innovation lab mark a shift by local governments toward more business-like models of operation.

On March 15, Arian Christopher Lakey of Sand Springs, Oklahoma, was killed by an EF2 tornado while saving his father from the storm. Dozens more were injured. These are my constituents, and this type of tragedy is not unusual in Oklahoma. Technology is rapidly developing to improve tornado warning times sufficiently to enable zero deaths from tornadoes. As chairman of the House Science environment subcommittee, with the responsibility to conduct oversight of the National Oceanic and Atmospheric Administration, I am committed to doing everything possible to develop and deploy such technology to save the lives of my constituents. They deserve it and America should expect it.

Many transit agencies around the Washington region and the nation have published their routes and schedules online in formats that apps and web tools, including Google Maps, can use. Now, Annapolis is joining the club. The General Transit Feed Specification (GTFS) is a format for computer-readable files that list all of a transit agency’s routes and schedules. Google and Portland’s TriMet created the format so Google Maps could include transit directions, but it’s open and public, so anyone can write software that uses the data, and many other people have developed their own apps.

In a perfect world, all governmental agencies would have an open data portal that is easy to access and analyze. This would allow citizens to find out how their tax dollars are being spent, from finding when the last time the water main on their street was replaced to seeing the latest health inspection results of their favorite restaurant. Open data leads to government transparency which eventually leads to a better quality of life for its citizens, say advocates. But we are far from that world, and in fact, many cities are in need of robust standards to help them create and maintain their open data initiatives. Those are the findings of a report by Open Data LA, a joint project of the USC Annenberg Center on Communication Leadership & Policy and USC Sol Price School of Public Policy.

Michigan has launched a geographic information systems open data website to let the GIS community search, preview and browse and download geospatial datasets or view them on Esri ArcGIS maps. The site provides access to updated geospatial data on boundaries, geology, demographics, public health and other categories to help those in natural resources, public safety, environment, health and human services, transportation and tourism make more informed decisions. The data  can be downloaded as Esri shapefiles, spreadsheets or KML files, as well as accessed via API. “This new site is a key piece of our overall efforts to make information open and available to citizens,” said David Behen, director of Michigan’s Department of Technology Management and Budget.

Salinas >> Under a “sunshine” proposal aimed at improving access to Monterey County government information, the county would offer a central online public access page, earlier notice of county meeting agendas and a “public access” expert capable of answering questions about state open meeting laws and the proposal itself. But the proposal, which originated with a referral from Supervisor Jane Parker to consider a “sunshine ordinance” to make the county’s operations “more open and transparent,” appears likely to be an administrative policy and not a law. It will also likely exclude a costlier “open data portal” searchable database system similar to those pursued in California counties from San Francisco and San Mateo to Sacramento and Los Angeles.

On June 6, 2015, the County of San Mateo held their first ever hackathon as part of the annual National Day of Civic Hacking. Hack SMC participants were asked to use the County’s open data portal to create web and mobile apps that addressed ending homelessness, improving reading proficiency in schools, and encouraging foster children to complete high school. Both civic leaders and corporate sponsors alike came out to support the participants and promote community involvement. Three members of the Hack SMC team, Reyna Farrales, John Ridener, and Jeffrey Lew, sat down with Socrata mere days before their event to give a webinar presentation on engaging citizens with open data events.

Consumer privacy protections will be improved as the state government increases the amount of digital data it shares between different departments. Minister for Innovation and Better Regulation Victor Dominello said $127 million will be spent in the next year to provide information seminars for people in the community. “This government is committed to modernising government service delivery and increasing access to open data for consumers and businesses with $21 million allocated to support the NSW government’s digital innovation agenda,” Mr Dominello said. The government is spending $64 million on the provision of cloud services over the next four years.

This step is dictated by the whole path of innovations in agricultural sector. Copa-Cogeca Secretary-General Pekka Pesonen said “Precision farming, drones, robots are part of the farming vocabulary and are a reality in many farms and cooperatives across Europe, promising to revamp the sector. Innovation is crucial for the future of European agriculture, but not enough is known about the performance of information systems and the collection and sharing of data that is produced by farmers and cooperatives using new techniques and machinery.
